To protect millions of consumers and uphold service reliability, the Department of Energy (DOE) has called on the National Grid Corporation of the Philippines (NGCP) to provide a full disclosure of the back-to-back tripping of the 500 kilovolt (kV) transmission lines at the Ilijan power complex in Batangas on May 13, 2026, which resulted in the severance of a major generation plants from the Luzon grid and prompted grid emergency alerts across two island grids.

Of serious regulatory concern is NGCP’s failure to promptly declare and report the Ilijan–Dasmariñas line trip to the relevant regulatory authorities at the time of the incident—notwithstanding the significance of the event and its immediate impact on grid stability. To date, NGCP has not submitted the required incident report identifying the root cause or causes of the 13 May 2026 tripping events, failing to comply with its obligations under the Philippine Grid Code.

The DOE will continue to closely monitor grid conditions in both Luzon and Visayas, assess residual supply risks, and coordinate with NGCP, the ERC, the Independent Electricity Market Operator of the Philippines (IEMOP), distribution utilities, and all concerned generation companies to ensure the full restoration of supply adequacy.

May 14, 2026: Due to the Red Alert and Yellow Alert notices declared by the National Grid Corporation of the Philippines (NGCP), ILECO I may implement Manual Load Dropping (MLD) between 4:00 P.M. and 10:00 P.M. This measure will only be taken should the NGCP require further power reduction following Automatic Load Dropping (ALD) protocols.

Please be advised that we will announce the specific schedule and the affected areas ahead of time once the final directives are received from the NGCP.

A red alert status is issued when power supply is insufficient to meet consumer demand and the transmission grid’s regulating requirement.

A yellow alert is issued when the operating margin is insufficient to meet the transmission grid’s contingency requirement.
