(IRR) Implementing Rules and Regulation of RA7160 Local Government Code

Article 228. Professional Tax. -

(a) The province may levy an annual professional tax on each person engaged in the exercise or practice of his profession requiring government examination at such amount and reasonable classification as the sangguniang panlalawigan may determine but shall in no case exceed Three Hundred Pesos (P300.00).

(b) Every person legally authorized to practice his profession shall pay the professional tax to the province where he practice his profession or where he maintains his principal office in case he practices his profession in several places, provided, however, that such person who has paid the corresponding professional tax shall be entitled to practice his profession in any part the Philippines without being subjected to any other national or local tax, license, or fee for the practice of such profession.

(c) Any individual or corporation employing a person subject to professional tax shall require payment by that person of the tax on his profession before employment and annually thereafter.

(d) The professional tax shall be payable annually, on or before the thirty-first (31st) day of January. Any person first beginning to practice a profession after the month of January must, however, pay the full tax
before engaging therein. A line of profession does not become exempt even if conducted with some other profession for which the tax has been paid. Professionals exclusively employed in the government shall
be exempt from the payment of this tax.

(e) Any person subject to the professional tax shall write in deeds, receipts, prescriptions, reports, books of account, plans and designs, surveys and maps, as the case may be, the number of the official receipt issued to him.

(f) The professionals subject to tax herein imposed are only those who have passed the bar examinations, or any board or other examinations conducted by the Professional Regulation Commission (PRC). For example, a lawyer who is also a Certified Public Accountant (CPA) must pay the professional tax imposed on lawyers and that fixed for CPAs, if he is to practice both professions. For the purpose of collecting the tax, the provincial treasurer or his duly authorized representative shall require from such professionals their current annual registration cards issued by competent authority before accepting payment of their professional tax for the current year. The PRC shall likewise require the
professionals presentation of proof of payment before registration of professionals or renewal of their licenses.

Para sa mga Kababayan natin na nalubog ng tubig baha ang kanilang mga tahanan ay mangyari po lamang na tandaan ang simpleng pamamaraan na posibleng makatulong sa inyong dagdag kaalaman.

Iwasan po lamang na gamitin muli ang mga nabasang APPLIANCES kung hindi pa ito napapatuyong mabuti o naaarawan sa labas ng inyong tahanan sa oras ng katanghaliang tapat o tirik ang haring araw upang patuyuin ang mga ito katulad ng mga halimbawa;

Flat Iron, Rice Cooker, Electric Heater, Washing Machine, Electric Fan, Oven Toaster at Electric Kettle na walang masyadong electronic parts (PCB) sa loob nito at ilabas upang ipaaraw sa buong maghapon at kinabukasan kahit dalawa o tatlo o higit pang beses. Buksan ang harapan nito o parte ng appliances na dapat patuyuin at kayang-kaya nyo lamang buksan o galawin at ibalik din ito pagkatapos patuyuin.

Ang Refrigerator, Chest Type Freezer, Water Dispenser at Air-conditioning unit na may compressor ay SAFE naman ito dahil nakaSEALED TYPE o sarado ang copper tube at compressor nito sa loob ng kaha maliban na lang sa mga de-motor at mga iilan lamang na electronics parts (PCB) na dapat patuyuin mabuti.

Tandaan na maliit ang tsansang magamit muli ang mga ELECTRONICS APPLIANCES katulad ng flat screen TV or CRT Monitor, Personal Computer or laptop, Component Stereotype, DVD player, Cellphone at tablet, atbp. kapag ito ay nabasa na or nababad sa tubig baha ng matagal lalo pa kung puro putik. Huwag nyo na po ito gagamitin or i-energize muli dahil posibleng PUMUTOK or makuryente pa kayo dahil may tubig pa ang mga ito sa loob ng mga semiconductors nito at maging sanhi pa ng SHORT CIRCUIT.

Sa mga CIRCUIT BREAKER naman ay kaylangan ipagawa, ipatingin at ipagbigay alam sa mga marurunong na kalalakihan or ELECTRICIAN kung sertipikado man o hindi basta ang mahalaga ay matingnan nila kung pwede pa gamitin o hindi na at sa pamamagitan ng mga test instrument na IR tester or Insulation Resistance Tester (Mega Ohmmeter) gamit ng isang marunong at may malawak na karanasan at kaalaman na Master Electrician o Electrical Engineer sa paggamit nito.

Kung maglalagay ng pansamantalang kuryente sa mga kabahayan ay dapat paunti-unti muna ang paggamit nito, halimbawa ay ilaw muna at electric fan at huwag nyo i-todo bigla na gamitin lahat upang hindi magkaroon ng dahilan ng pag-iinit ng kable nito sa loob ng kesame at ganun din ang fuse o (CB) circuit breaker dahil posibleng basang-basa pa ang mga ito sa loob mismo at mga electrical wirings sa tubo or pipings, convenience outlet at switches. Kaylangan pa rin itong pasyalan o puntahan ng inyong pinagkakatiwalaang ELECTRICIAN.

Kaylangan ipasuring mabuti ang mga gamit at kung ang iilan ay basang-basa na ay huwag na po natin gagamitin o panghihinayangan pang gamitin muli lalo na kung mga ELECTRONICS APPLIANCES at mga LED lights or CFL compact fluorescent lamp na walang fuse at dapat na itong itabi o itapon. Maliban na lamang kung kayang-kaya pang galawin o ayusin o mabuo pa ng isang Electronics Repair Man o TECHNICIAN.

SHORT CIRCUIT ang isa sa mga dahilan din ng matinding sunog sa mga kabahayan kaya nararapat lamang na tandaan palagi ang mga simpleng paalala na ito para sa ikabubuti ng gamit nyo at ng buong bahay nyo pati sa kaligtasan ng bawat tao.

Keep SAFE pagdating sa kuryente lalo na ngayong tag-ulan,..

Ask for assistance of PRC Licensed Electrical Practitioners (Electrical Engineers/Master Electricians and Electric Utility Company to do their task if possible na matatawagan sila at makakapunta sa inyong lugar upang suriin ang mga linya ng kuryente.
