The Pakistan Hosiery Manufacturers & Exporters Association (PHMA) hosted a high-level interactive session with senior officials of Pakistan Customs to discuss operational challenges under the Export Facilitation Scheme (EFS), 2021, and propose practical reforms to enhance trade facilitation, reduce the cost of doing business, and strengthen Pakistan’s export competitiveness.

The Customs delegation was led by 𝐌𝐫. 𝐌𝐮𝐡𝐚𝐦𝐦𝐚𝐝 𝐌𝐨𝐡𝐬𝐢𝐧 𝐑𝐚𝐟𝐢𝐪, 𝐂𝐡𝐢𝐞𝐟 𝐂𝐨𝐥𝐥𝐞𝐜𝐭𝐨𝐫 𝐨𝐟 𝐂𝐮𝐬𝐭𝐨𝐦𝐬 (𝐄𝐱𝐩𝐨𝐫𝐭𝐬 & 𝐈𝐎𝐂𝐎), 𝐊𝐚𝐫𝐚𝐜𝐡𝐢, along with senior Collectors of Customs.

Welcoming the delegation, 𝐌𝐫. 𝐌𝐮𝐡𝐚𝐦𝐦𝐚𝐝 𝐉𝐚𝐰𝐞𝐝 𝐁𝐢𝐥𝐰𝐚𝐧𝐢, 𝐏𝐚𝐭𝐫𝐨𝐧-𝐢𝐧-𝐂𝐡𝐢𝐞𝐟, 𝐏𝐇𝐌𝐀, appreciated Customs’ engagement with the export community and emphasized stronger government-industry coordination. PHMA proposed key reforms, including expeditious settlement of rebate claims, simplified EFS authorization renewals, alternative guarantees for compliant exporters, standardized Analysis Cards, advance expiry alerts, and a real-time reconciliation dashboard through Pakistan Single Window (PSW).

Mr. Muhammad Babar Khan, Central Chairman, PHMA, urged a review of the annual authorization mechanism and greater facilitation for new exporters. 𝐌𝐫. 𝐅𝐚𝐢𝐬𝐚𝐥 𝐀𝐫𝐬𝐡𝐚𝐝 𝐒𝐡𝐞𝐢𝐤𝐡, 𝐕𝐢𝐜𝐞 𝐂𝐡𝐚𝐢𝐫𝐦𝐚𝐧 (𝐂𝐞𝐧𝐭𝐫𝐚𝐥) & 𝐂𝐡𝐚𝐢𝐫𝐦𝐚𝐧 𝐒𝐨𝐮𝐭𝐡 𝐙𝐨𝐧𝐞, highlighted reforms needed in insurance guarantees and facilitation for second-generation exporters.

Representatives of leading textile trade bodies also presented sector-specific recommendations.

Mr. Muhammad Mohsin Rafiq informed participants that a dedicated committee has been constituted to review the EFS and assured that exporters’ recommendations would be carefully examined.

PHMA welcomed the positive engagement and reaffirmed its commitment to working with Pakistan Customs and all stakeholders to build a transparent, efficient, and business-friendly framework for sustainable export growth.

Industrialists & Karachi Police Vow to Advance Digitalization and Collective Efforts for a Safer Karachi

“Modern Policing through Digital Technology Advancement is Imperative,” said Mr. Azad Khan, Additional Inspector General of Police (Karachi Range).

Pakistan Hosiery Manufacturers & Exporters Association (PHMA) had the privilege of hosting Mr. Azad Khan, Additional Inspector General of Police (Karachi Range) at PHMA House, Karachi, for a high-level interactive session aimed at strengthening collaboration between the Karachi Police and Pakistan's export-oriented industrial sector.

The meeting was attended by Mr. Muhammad Jawed Bilwani (Patron-in-Chief), Mr. Muhammad Babar Khan (Central Chairman), Mr. Faisal Arshad Sheikh (Chairman South Zone), Mr. Bashir Ghaffar (Senior Vice Chairman), and Mr. Salman Ishaq (Vice Chairman South Zone), along with former office bearers, Executive Committee members, and leading exporters from the knitwear and textile industry.

During the meeting, PHMA emphasized that the Karachi Smart Safe-City Project is no longer merely a public safety initiative—it is a national economic imperative. As Pakistan's industrial, commercial, financial, and export hub, Karachi contributes the largest share of national revenue and exports. The timely implementation of the Karachi Smart Safe-City Project, covering industrial estates, commercial districts, ports, and key entry and exit corridors, is essential to strengthen law and order, facilitate business operations, enhance investor confidence, safeguard export logistics, and promote sustainable economic growth.

Mr. Azad Khan highlighted the Karachi Police's ongoing efforts to modernize policing through digitalization, advanced surveillance systems, real-time monitoring, improved deployment strategies, and technology-driven policing. He reaffirmed the Karachi Police's commitment to maintaining law and order while providing maximum facilitation to the business and industrial community.

✔ Improve coordination with relevant government departments to facilitate uninterrupted export logistics and container movement.

✔ Review traffic management around industrial corridors and explore engineering solutions to reduce congestion and improve cargo mobility.

✔ Promote technology-based policing, digital monitoring, and advanced surveillance as key pillars of the Karachi Smart Safe-City Project.

✔ Encourage greater awareness among industry stakeholders regarding security protocols and collaborative safety initiatives.

The meeting concluded with both PHMA and the Karachi Police reaffirming their shared commitment to strengthening public-private collaboration for improved security, efficient traffic management, and a safer business environment.

Both sides agreed to strengthen institutional coordination, maintain regular engagement with the business community, improve security arrangements for industrial areas, review traffic management around key industrial corridors, and advance technology-driven policing initiatives in support of the Karachi Smart Safe-City Project.

The participants unanimously agreed that the Karachi Smart Safe-City Project is fundamental to protecting Pakistan's industrial and export infrastructure, attracting domestic and foreign investment, enhancing investor confidence, and reinforcing Karachi's position as Pakistan's premier industrial, commercial, financial, and export hub.

اجلاس کے دوران پی ایچ ایم اے نے اس بات پر زور دیا کہ کراچی اسمارٹ سیف سٹی منصوبہ اب صرف عوامی تحفظ کا منصوبہ نہیں بلکہ پاکستان کی معیشت کے لیے ایک ناگزیر قومی ضرورت بن چکا ہے۔ کراچی، جو پاکستان کا صنعتی، تجارتی، مالیاتی اور برآمدی مرکز ہے، قومی آمدنی اور برآمدات میں سب سے زیادہ حصہ رکھتا ہے۔ اس لیے صنعتی علاقوں، تجارتی مراکز، بندرگاہوں اور شہر کے داخلی و خارجی راستوں پر مشتمل کراچی اسمارٹ سیف سٹی منصوبے کا بروقت نفاذ امن و امان کے قیام، کاروباری سرگرمیوں کے فروغ، سرمایہ کاروں کے اعتماد میں اضافے، برآمدی لاجسٹکس کے تحفظ اور پائیدار معاشی ترقی کے لیے انتہائی ضروری ہے۔

✔ پی ایچ ایم اے–پولیس لائزن کمیٹی کے ذریعے کاروباری برادری اور کراچی پولیس کے درمیان باقاعدہ رابطہ برقرار رکھا جائے گا۔

✔ صنعتی علاقوں، برآمدکنندگان، ملازمین، غیر ملکی خریداروں، انجینئرز اور تکنیکی ماہرین کے لیے سیکیورٹی انتظامات مزید مضبوط بنائے جائیں گے۔

✔ برآمدی لاجسٹکس اور کنٹینرز کی بلا تعطل نقل و حرکت کے لیے متعلقہ سرکاری اداروں کے درمیان بہتر ہم آہنگی کو فروغ دیا جائے گا۔

✔ صنعتی علاقوں کے اطراف ٹریفک کے بہاؤ کو بہتر بنانے، ٹریفک جام میں کمی لانے اور نقل و حمل کو مؤثر بنانے کے لیے ٹریفک انجینئرنگ کے حل پر کام کیا جائے گا۔

شرکاء نے متفقہ طور پر اس بات پر زور دیا کہ کراچی اسمارٹ سیف سٹی منصوبہ پاکستان کے صنعتی و برآمدی انفراسٹرکچر کے تحفظ، ملکی و غیر ملکی سرمایہ کاری کے فروغ، سرمایہ کاروں کے اعتماد میں اضافے اور کراچی کو پاکستان کے سب سے بڑے صنعتی، تجارتی، مالیاتی اور برآمدی مرکز کے طور پر مزید مستحکم بنانے کے لیے بنیادی اہمیت کا حامل ہے۔

Dear Valued PHMA Members,

The Pakistan Hosiery Manufacturers & Exporters Association (PHMA) Zonal Chairman Mr Faisal Arshad Sheikh called on SMEDA CEO Ms Nadia Jehangir Seth at SMEDA Head Office Lahore.

PHMA & SMEDA leadership had a productive coordination meeting focusing discussions for future collaboration for training programmes, workshops, and capacity-building initiatives SMEs engaged in the hosiery/ knitwear industry and its exports.

During the meeting, PHMA highlighted its role as the representative body of the sector and discussed opportunities to facilitate and join hands with SMEDA using the platform of Associations to outreach SMEs to support and facilitate them.

PHMA also emphasized the importance of coordinating future initiatives through the PHMA Central Office to ensure wider outreach and effective participation of member industries.
SMEDA appreciated PHMA's role in serving the industry and expressed its willingness to maintain close coordination for future programmes and collaborative initiatives.

PHMA looks forward to working closely with SMEDA to create greater learning opportunities and strengthen the competitiveness of its member industries.

While SMEDA has historically engaged in regional training programs, PHMA leadership has firmly aligned with SMEDA management to ensure a more impactful, centralized approach.

• 𝐂𝐡𝐚𝐧𝐧𝐞𝐥𝐞𝐝 𝐅𝐮𝐧𝐝𝐢𝐧𝐠: SMEDA leadership welcomed our briefing on PHMA's extensive impact and has agreed to channel future development modules and institutional funding directly through PHMA, maximizing the benefit to our registered members.
• 𝐃𝐢𝐫𝐞𝐜𝐭 𝐂𝐨𝐫𝐫𝐞𝐬𝐩𝐨𝐧𝐝𝐞𝐧𝐜𝐞: SMEDA will begin routing official program invitations, course details, and industrial allocations directly to our designated secretariat contacts to ensure streamlined ex*****on.

The PHMA-SMEDA alliance ensures to jointly synergize activities to promote and develop SMEs in the Value-Added Apparel & Textile Sector and their exports. The leadership from two sides held a highly productive meeting to discuss opportunities for future collaboration in support of Pakistan's hosiery/ knitwear and value-added textile sector focused compliances and export to EU under GSP plus.

The discussion focused on strengthening institutional cooperation, exploring capacity-building initiatives, technical assistance, and identifying areas where joint efforts can contribute to the sustainable growth and global competitiveness of the industry. PHMA and GIZ representatives mapped out future collaborative frameworks designed to drive innovation, sustainability, and technical advancement across our manufacturing sector.

The interactive meeting focused on laying the groundwork for robust future cooperation aimed at upgrading industrial standards, enhancing technical capabilities, and introducing global best practices to our sector.

The session provided practical insights into Shariah-compliant financing solutions designed to support exporters and SMEs in meeting their working capital requirements, facilitating international trade, and expanding business operations. Participants also gained a comprehensive understanding of the export trade cycle, financing options from pre-shipment to post-shipment, documentation requirements, and the range of SME products available to help businesses grow sustainably.

The interactive session enabled members to engage directly with Bank Islami's SME experts, discuss industry-specific financing challenges, and explore customized financial solutions aligned with their business needs.
