Europe just put real money behind nuclear again — and, as always, the welds are the hardest part.

In March 2026 the European Commission unveiled a strategy to bring the continent's first small modular reactors (SMRs) online in the early 2030s. The numbers are serious: total SMR capacity could reach 17 to 53 GW, with around €241 billion of nuclear investment needed by 2050. Brussels is openly framing it as one of Europe's next great industrial projects.

Here's the part the headlines skip. SMRs change HOW reactors are built. Instead of one-off mega-sites poured in place over a decade, the model is a "shipyard" — modular, assembly-line fabrication with factory-based quality control, cutting build times to 24–36 months. That shift multiplies the welding, in the shop and on site, and puts a premium on welders who deliver shop-grade quality at production pace.

And these aren't ordinary welds. Reactor vessels and primary circuits are among the most demanding joints in all of industry: thick sections, exotic alloys, full traceability, strict code compliance, and non-destructive testing that simply cannot fail. Europe is quietly laying the pipes for its hydrogen economy — and the real story is who's going to weld them.

The European Hydrogen Backbone now counts 40 concrete projects — roughly 31,500 km of dedicated hydrogen pipeline targeted for commissioning before 2030, across five planned corridors. The first sections are already in the ground in the Rotterdam port area and go live in 2026. It's one of the largest pieces of energy infrastructure the continent has ever attempted — and much of it is brand-new steel that has to be joined, joint by joint.

Here's the part the headlines skip. Hydrogen is not natural gas. The smallest molecule there is, it works its way into steel and into the welds, driving hydrogen embrittlement and hydrogen-assisted fatigue and cracking. Whether a line is newly built or an old gas pipeline being repurposed, every weld has to be matched to the steel grade, the procedure and the operating pressure — and then validated. Get one wrong and the line fails where nobody can see it, on a system running at high pressure.

That makes pipeline welding some of the most accountable work in the field: full traceability, strict procedures, NDT that has to pass the first time. There's no quiet re-do on a hydrogen main.

A green-steel megaproject in northern Sweden has secured around €1.4 billion in fresh financing and restarted full-speed construction: its direct-reduction tower has already passed 100 metres, with first production targeted for the second half of 2026. It isn't an isolated event — across the Nordics the same wave of hydrogen-and-electric heavy industry is moving from blueprint to steel.

Here's the part the headlines skip. Green steel isn't ordinary steel. Instead of a coal blast furnace, iron ore is reduced with hydrogen and melted in electric arc furnaces — so the plant is a maze of hydrogen-grade piping, stainless and duplex sections, and pressure systems where every weld must pass NDT the first time. There's no second attempt on a hydrogen line: hydrogen seeps into steel and into the welds, so each joint has to be matched to the grade and procedure, then proven.

That's far harder than it sounds. Duplex and stainless demand a tight heat-input window, interpass control and a protected ferrite-austenite balance; get it wrong and sigma-phase quietly destroys toughness and corrosion resistance. These are among the most demanding welds in industry — and they have to be repeatable, traceable and right the first time.

This week Ørsted and PGE began the offshore installation of Baltica 2, a 1.5 GW project in the Polish Baltic that will become the country's largest offshore wind farm. It isn't an isolated event: across Northern Europe the same wave is rolling, turning the Baltic and the North Sea into one vast construction site.

Here's the part the headlines skip. Every turbine stands on a monopile — a single steel cylinder up to 10+ metres across and over a thousand tonnes — driven into the seabed and topped by a transition piece. These are increasingly built from duplex-grade stainless steel. Duplex is chosen for a reason: it resists seawater pitting and gives a strength-to-weight carbon steel simply can't. But it is unforgiving to weld.

With duplex you work inside a narrow heat-input window and watch interpass temperature like a hawk, because the whole game is protecting the ferrite-austenite balance. Under EN ISO 9606-1 a qualification isn't a one-time exam you frame on the wall. It's a living record. Validity runs in cycles — a responsible person must confirm in writing every six months that you've been welding inside the certified scope, with revalidation by retest or recorded sound-weld evidence on the 2-/3-year structure. Miss the signatures, miss the evidence, and a perfectly skilled welder is suddenly "unqualified" on paper the day an inspector asks.

That gap is pure money. A lapsed PD/PE means re-testing, lost mobilisation days, and a rate that drops back down a rung until the book is alive again. If I could ask a welder exactly one question before hiring, it wouldn't be about certificates or years. It would be: what was your weld repair and reject rate on your last fifty joints? That single number predicts true cost better than anything on a CV. Here's why. A certificate tells you a man passed a coded test on one day under ideal conditions — it proves eligibility, not consistency. "Twenty years' experience" tells you how long someone has been doing something, not how well; twenty years of mediocre work is still mediocre. But a repair rate is the truth, because every repaired or rejected joint is real money: rework hours, NDT re-shoots, schedule slip, a client's confidence. A welder with a clean rate on fifty recent joints under real site conditions is worth more than a folder of certificates and a long career, every time. This is why we ask for it, track it, and quote on it. Certificates get you to the gate. The number tells you what happens after. Paper is the price of entry. Output is the actual product — and output is measurable if you're honest enough to measure it.

The most expensive document in EU welder posting is also one of the cheapest to file. It is the Belgian Limosa declaration, and it costs nothing but a few minutes — before the worker crosses the border.

Skip it, and the price changes dramatically. Failure to file a valid Limosa is a Level-4 criminal infringement: fines of €4,800 up to €48,000, calculated per posted worker, plus administrative penalties and — for serious breaches — imprisonment of up to three years for company representatives. Both the sending company and the Belgian host can be held liable. And here is the part that catches people: Belgian labour inspectors check this on the site, on day one. Not in an audit six months later. There is no quiet way to fix it afterward.

So picture the arithmetic on a crew of ten welders posted to EU hydrogen-pipeline work in Belgium with "papers to follow." That is not a paperwork slip. That is a six-figure exposure and a potential criminal file — discovered the morning the crew shows up.

We treat Limosa as a hard gate, not a checkbox: filed and confirmed before a single welder boards transport, evidence carried on the worker. It is the single highest fine-to-effort ratio in the entire posting workflow, and it is entirely avoidable.

Here is the part of the 2026–2028 EU welding wave nobody puts on a slide: the demand peak arrives roughly 18 months before the steel does. A green-steel megaproject in northern Sweden targets first production around the turn of 2026/2027, with certification and ramp running through 2027–2028. Germany's and Austria's hydrogen-DRI plants commission end-2027 and H1-2027. The EU hydrogen backbone scales toward ~28,000 km by 2030. Offshore-wind jacket and monopile yards are booked years out. Different sectors, same public calendars.

Now look at what they all reach for: 6G TIG on duplex and Inconel, active EN ISO 9606-1, the welder who can lay a code-quality root on a thick-wall pipe that has to out-pull the parent metal. That profile is the bottleneck across all four. Europe is short ~300,000 qualified welders (EWF), and EURES ranks welders the single most-shortage occupation on the continent — a ~54% gap.

The thesis worth reading: every fab shop reads the same public timeline and reaches into the same small pool at the same moment. The crews welding in 2027 are effectively chosen in 2026. Here's the uncomfortable truth nobody prints in a recruitment ad: years on the torch do not raise your rate. Qualification does. In EU subcontracting the curve is shaped by what you are certified to weld and whether that paper is alive — not how long you've been holding stinger.

Indicatively, the structure looks like this (ranges, not guarantees, and they move with country, sector and project): general assembly sits at the bottom. The first real jump is an active 6G position with a current EN ISO 9606-1 PD/PE — that's a different conversation entirely. The next jump isn't "more experience." It's a new material group: duplex, super-duplex, Inconel. The top of the ladder is the welder who also coordinates and brings his own qualified house.

Notice what's NOT on that list: tenure. We've met 20-year welders stuck at the bottom rung because they let a cert lapse or never crossed into a harder material group. We've met 6-year welders two rungs higher because their book is current and they chase the hard alloys.

The lesson for any welder reading this: your earning ceiling is a certification decision, not a patience exercise. Renew before it lapses. Climb the material groups deliberately.

On a Swedish industrial site there is a sentence that ends careers and contracts: "He's not in ID06." It means the welder is standing at the gate of, say, a green-steel megaproject in northern Sweden — fully certified, ready, useless. No ID06 card, no entry. The skill is irrelevant at a gate that only reads a card.

ID06 is Sweden's mandatory electronic identity-and-access system for construction and industrial sites. It is not bought at reception. The end-to-end process — employer registration, tax and social-security verification, identity validation, then card issuance — typically runs around 2–4 weeks. For posted EU workers it is tied directly to a valid A1 certificate, so it cannot even start properly until the A1 logic is in place. That stacks two lead-times back to back.

The recurring mistake is assuming the physical card delivery (fast — a couple of business days) is the timeline. It is not. The timeline is everything before the card is ever ordered. Teams that learn this on arrival lose site-days they costed at full crew rate.

Our rule is unglamorous and it works: ID06 is ordered the moment a Swedish posting is confirmed, A1 sequenced ahead of it, every worker tracked to "card active" before transport is booked. The welder arrives with a working card, walks through the gate, and starts that shift — not the shift three weeks later.

Certified does not mean cleared. In Sweden, cleared means ID06.
