The European Commission and the European Investment Bank have announced a new โ‚ฌ๐Ÿ.๐Ÿ“ ๐›๐ข๐ฅ๐ฅ๐ข๐จ๐ง package to support cleaner energy systems across 11 EU countries.

Romania receives the highest allocation in this round.

Although battery storage is one of the headline areas, the funding package for Romania is broader. It includes support for storage, renewable energy through CfDs, renewable self-consumption with integrated storage for public entities, energy efficiency, electrified transport and smart metering.

For Romania, the stand-alone battery storage component is especially relevant.

A dedicated budget of around โ‚ฌ๐Ÿ๐Ÿ“๐ŸŽ ๐ฆ๐ข๐ฅ๐ฅ๐ข๐จ๐ง is expected for this measure, and the applicant guide has already been published for public consultation by the Romanian Ministry of Energy. This means the final guide and financing session could be approaching.

If the process continues on this track, Romania could see this BESS financing mechanism implemented by the end of the summer.

Romania is updating the financing framework for public entities investing in renewable energy.

The Ministry of Energy has announced an update to the applicant guide under the Modernisation Fund, focused on supporting public entities in developing new renewable electricity production capacities.

This is relevant for public institutions planning solar projects, storage integration and self-consumption solutions.

Why does it matter?

Clear financing rules can help public entities move projects faster from planning to implementation, reduce long-term energy costs and strengthen energy resilience.

Solar production is not the same as solar revenue.

A solar project may produce a certain number of MWh, but the value of that energy depends on when it is produced and what the market price is during those hours.

That means two projects with similar production can still have different revenue profiles.

Location, panel orientation, seasonality and historical market prices all matter.

That is the problem we wanted to make easier to understand.

Italyโ€™s power sector is set for a major renewable push.

The European Commission has approved an estimated EUR 23bn support scheme to help accelerate new renewable electricity capacity in Italy.

The programme is expected to support around 37 GW of additional capacity, including solar, onshore wind, hydropower and sewage gas.

An important part of the scheme is the use of two-way Contracts for Difference (CfDs), which can improve revenue visibility for developers while helping bring new renewable capacity into the market.

How is electricity traded in Romania?

Romaniaโ€™s electricity prices are not formed on one single market.

They come from several trading layers, each with a different role:

DAM sets the main short-term price reference, one day before delivery.
Intraday helps correct forecast errors closer to real time.
Forward and bilateral markets help producers and suppliers manage longer-term price risk.

After 2021, visible bilateral volumes declined strongly, but this does not mean the market disappeared. Part of the activity moved outside standardized OPCOM products, while regulation and MACEE changed where electricity was traded.

In simple terms: Romaniaโ€™s electricity market did not shrink it reconfigured.

To understand prices, we need to understand where electricity is traded, under which rules, and for what purpose.
