An optocoupler transfers signals using light while keeping two circuits electrically isolated. The input side uses an LED, and the output side uses a phototransistor. When the input signal is LOW, the LED stays OFF and the output becomes HIGH through the pull-up resistor. When the input signal is HIGH, the LED turns ON, activating the transistor and pulling the output LOW. Optocouplers are commonly used to protect low-voltage digital circuits from high-voltage noise and spikes.
