C&H Testing Service, LLC is the oldest service company of its kind in California, covering Kern, Ventura, Los Angeles, and Orange counties as well as Dickinson and Williston, North Dakota under the DBA Aleut Testing Services. The company began at a small yard on Fruitvale Avenue in Bakersfield, CA with three testing trucks and five employees. Hoover was still employed with a large refiner and need
ed to apply for permission to start the business, which was subsequently granted. Hoover needed to resign from his current employer to devote his efforts towards the continued growth of C&H Testing. Over the next three years he built three more testing trucks, each more advanced than the last. The oil recession of 1983-84 hurt business but also represented opportunities to cull ailing competitors. On April 8, 1994 C&H Testing acquired its competitor Pro-Tester which doubled their fleet size. In August of 1997 they purchased Hydrotest and the company grew by six additional test trucks resulting in C&H Testing being the largest testing firm of its kind in California. In 2000 C&H Testing expanded its service capabilities with the purchase of a Scan-A-Log Wall Inspection System. Hoover retired in 2009 and the company was purchased by The Aleut Corporation out of Anchorage Alaska (TAC). TAC is proudly 100% owned by the 13 Native American Tribes of the Aleutian Islands. C&H Testing continues to grow under the ownership of TAC with the purchase of Buck's Testing in November 2011. Growth expanded into the Bakken of North Dakota with the founding of Aleut Testing Services in Dickinson in 2013 and Williston in 2016.
