Robert M. Starks, Sr. - President

Robert M. Starks, Sr. brings over three decades of hands-on experience and leadership to his role as President of Starks Contracting Co., Inc. A seasoned construction professional with deep roots in the industry, Robert began his journey in the family business in 1980, gaining invaluable field experience before rising through the ranks.

As President, Robert oversees all facets of company operations—from managing active construction projects and reviewing contracts to ensuring regulatory compliance and shaping long-term strategy. Prior to his current role, he served as Vice President and Estimator/Project Manager, where he was instrumental in developing project bids, managing teams, and negotiating with subcontractors and suppliers.

Robert holds a Bachelor of Science in Business Administration with an emphasis in Finance and Investments from the University of South Alabama.

His commitment to professional development is reflected in his completion of multiple certifications, including OSHA safety training, scaffolding competency, and first aid/CPR.
In addition to his professional responsibilities, Robert is an active member of the Mississippi Associated General Contractors Board of Directors and has served as its Secretary/Treasurer for many years. He values the mission of the AGC of Mississippi to provide leadership and services to all AGC members and to the construction industry through skill, responsibility and integrity.

When he's not leading projects or contributing to the construction community, Robert enjoys golfing, reading, and spending quality time with his family.

Christopher P. Guttierrez - Vice President

With over 25 years of hands-on experience in the construction industry, Christopher Guttierrez began his career as a laborer and, through dedication and hard work, advanced to roles in estimating and project management.

Today, as Vice President of his family’s company, he brings a unique perspective that blends field experience with leadership, a legacy of commitment, and a forward-thinking vision.

Christopher is an active member of the Mississippi Associated General Contractors (AGC) and currently serves on the Board of Directors for the AGC of Mississippi.

Christopher is a fourth-generation member of Starks Contracting Co., Inc. and plays a key role in driving the continued growth and success of the business. His dedication to excellence, deep industry knowledge, and passion for innovation are central to the company’s future—ensuring it remains a trusted name in construction for generations to come.

John A. Starks, Jr. - Controller

John has served as Controller and Office Manager at Starks Contracting Co., Inc. since 1986, bringing over four decades of hands-on experience in construction administration, finance, and operations management. With a career rooted in steady growth and leadership, John began at the family company in 1971 as a construction hand and has since advanced through multiple roles, each building on his deep understanding of field operations and business systems.

As Controller, John oversees the implementation of office and accounting policies, supervises contract and bid preparation, and manages all aspects of payroll, billing, and computer operations. He acts as the primary liaison with accountants, ensuring the accuracy and completeness of financial reporting, including year-end schedules and interim statements.

John holds a Bachelor of Science in Business Administration with emphases in Accounting and Management Information Systems from the University of Southern Mississippi, as well as an Associate’s Degree in Business Administration from Mississippi Gulf Coast Community College.

Beyond his professional work, John is a dedicated community leader and educator. He has held numerous leadership roles at Nativity B.V.M. Parish, including Chair of the Education Committee, CCD Coordinator, and member of the Pastoral Council and RCIA Team. John has also served as Chair of the Legislative Subcommittee for the Gulf Coast Advisory Council of the Mississippi Associated General Contractors, and held multiple leadership positions in South Mississippi Mensa, including Loc-Sec and treasurer.

John’s career is marked by consistency, integrity, and a deep commitment to both his professional and personal communities.

Joanna M. Pinto - Senior Administrator

With over three decades of dedicated service at Starks Contracting Co., Inc., Joanna M. Pinto brings a wealth of knowledge, leadership, and commitment to safety in the construction industry. Since joining the family company in 1986, she has progressed from Executive Assistant to her current role as Senior Administrator, which she has held since 2000.

Joanna is a graduate of the AGC Safety Management Training Course, she holds multiple job-related certifications, including OSHA 30-Hour Training, Construction Safety & Health from Georgia Tech, and certifications in CPR, First Aid, and OSHA recordkeeping. Her ongoing professional development underscores her dedication to both safety excellence and continuous learning.

Beyond her professional work, Joanna is deeply committed to community and faith-based service. She has taught CCD classes at Nativity B.V.M. Parish and served on its Education Committee. A trailblazer for women in the construction field, she was honored as the Mississippi Gulf Coast Chapter's Woman in Construction of the Year (1989–1990) and served as President of the same chapter of the National Association of Women in Construction (NAWIC) in 1993.

A graduate of Tulane University, Tiffany combines a thoughtful, strategic, detail-oriented approach with her knowledge and understanding of the construction industry. Inspired by his father’s dedication to the industry, Robert joined the company full-time after earning his degree in Business Administration with a minor in Finance from Mississippi State University in 2022.

Today, he combines practical field experience with financial insight to deliver accurate cost estimates and manage projects from conception to completion. His work reflects a strong commitment to efficiency, transparency, and client satisfaction.

Robert is a fourth-generation member of Starks Contracting Co., Inc., continuing a proud family legacy in the construction industry. He is also an active member of the Mississippi Associated General Contractors (AGC), staying connected within the construction community and committed to upholding the highest industry standards.
