If you own property in Monroe County, this document will affect what you can do with that property (Can you build a house? Can you subdivide? Can you have an apartment over your garage? Can you keep livestock? etc.).
If you own a business in Monroe County, this documents will affect where you can set-up a store front/office/shop. It will also specify the site (and some building) requirements for new or "changed" uses, such as: paving, parking, landscaping, building height, set-backs, etc.
