It usually cost less to build up than out. For example it cost less to build a 2000 sq ft story and a half house over a walkout basement than a 2000 sq ft single level house. By building up you have a smaller footprint. This results in less foundation, roof and exterior walls. The floor joist for the level above serve as the ceiling joist for the floor below. Though you do lose about 100 sq ft per level for stairs, in a properly designed house, you get more house for the money. A smaller footprint also works better on smaller lots.
