David brings more than 38 years of experience in the construction industry and has been involved in more than $2.5 billion in construction throughout his career. His experience spans everything from healthcare and education to government facilities, multifamily, faith-based projects, historic renovations, and more.

A graduate of East Carolina University with a degree in Construction Science and Management, David’s expertise includes preconstruction, project management, budgeting, scheduling, quality control, leadership, and team building.

As President, David brings that experience and leadership to Scott-Long every day, helping our team deliver quality projects while building strong relationships with our clients and partners.

Scott-Long Construction recently hosted an Ambassador Event for our project with Signature Theatre in Arlington, Virginia. The new space will give the Signature team a dedicated place to build the sets, props, and other creative elements that help bring their productions to the stage.

The event brought together members of the construction community, project partners, friends, and the Scott-Long team for an evening of food, drinks, and conversation. Guests also heard from the team behind the construction and from Signature Theatre about the vision for the space and what this project will mean for their work.

Thank you to everyone who joined us and to all of the partners helping make this project possible. We’re proud to be part of building a space where creativity will come to life for years to come!

Meet Luis Serpas, Senior Superintendent at Scott-Long Construction!

Luis has been part of the Scott-Long team for nearly 38 years, bringing steady leadership, field experience, and a deep respect for the people around him to every project.

When asked why he has stayed with SLC for so long, Luis pointed to the culture shaped by Bruce Scott, especially the way he treated people with care and respect. That same mindset shows up in Luis’s own approach to the work: treat others the way you want to be treated, trust your team, and always verify the details.

Outside of work, Luis enjoys cooking for his family, gardening, and hiking with his wife. He’s also a fan of Team USA, Barcelona, the Commanders, Dirty Dancing, old westerns, and WWII movies.

We’re grateful for Luis’s many years of dedication, leadership, and heart. Thanks for all you do, Luis!

Scott-Long Construction recently completed an interior buildout in Reston, Virginia, converting an existing office space into a fully functional outpatient clinic for a major not-for-profit health organization.

This healthcare construction project added 25 exam rooms, lab and testing areas, team stations, physician offices, and patient support spaces, all within an occupied building.

The finished space may look seamless, but getting there took detailed coordination above the ceilings, behind the walls, and within an active building environment.

Cool work. Literally.

Progress continues on the Cooling Towers Replacement Project at Valley Health Wi******er Medical Center.

Recently, our team poured the structural concrete pad for the west stair tower. In these photos, Riddleberger Brothers Inc. is setting the remaining cooling towers while Scott-Long finishes up the steel and bolting connections.

Cooling towers do important behind-the-scenes work, helping remove heat from the building’s mechanical systems.

Some buildings carry more than history. They carry legacy.

Calvin T.S. Brent, often recognized as Washington’s first African American architect, helped shape communities across DC through the churches, homes, and spaces he designed in the late 1800s.

That legacy still stands today, and it carries a lot of meaning to our team. One of our own team members attends Mount Jezreel, and Scott-Long recently completed renovation work at the Church of the Advent (formerly Third Baptist Church), helping continue the story of another space tied to his impact on the city.

More than a century later, Brent’s influence can still be seen throughout Washington, DC. It’s a legacy we’re proud to recognize, especially through places that still connect to our team and our work.
