CA DOJ Information Bulletin Regarding CCW Renewal Changes Effective September 1, 2026
The California Department of Justice today released Information Bulletin 2026-DLE-14, implementing key provisions of Senate Bill 2 that take effect today, September 1, 2026. If you hold or are renewing a CCW license, the following information outlines the changes now in effect and what they require of you.
What Changed Today: New CCW Renewal Requirements
The following changes took effect on September 1, 2026, pursuant to DOJ’s bulletin:
1. Fingerprinting Required for Renewals: All renewal applicants must complete a Live Scan (BCIA 8016 form) and submit fingerprint images to DOJ before a renewal license may be issued.
2. DOJ Clearance Required: Licensing authorities may not issue a renewal CCW until the applicant’s fingerprints and fees have been submitted and DOJ has confirmed the applicant’s fi***rm eligibility.
3. Updated Fee Schedule: See table below.
4. Revised License Form (BOF 4501): DOJ has updated the license form to include nonresident standard and judicial license types. Licensing authorities must use the revised form for all initial and renewal licenses.
CCW License Type Fee
Employment CCW $71
Standard CCW $93
Judge CCW $115
Reserve Officer CCW $137
Custodial Officer CCW $137
Federal Rap Back Service Enrollment
Licensing authorities may now enroll in the FBI’s Next Generation Identification (NGI) Rap Back Service. This service provides federal-level arrest and disposition notifications for CCW licensees, supplementing the existing California-level notifications already in place. Enrollment is mandatory by December 31, 2026. There are no additional fees associated with the Rap Back Service.
For CCW holders, this means your fingerprints will be checked against both state and federal databases on an ongoing basis for the life of your license. Any arrest or disposition recorded at the federal level will generate a notification to your licensing authority, in addition to the state-level notifications already provided through DOJ.
What This Means for You: Practical Guidance for CCW Holders
If your CCW license is up for renewal, the new fingerprinting and DOJ-clearance requirements will add time to the process. Take the following steps to avoid a lapse in your license:
1. Obtain and complete a BCIA 8016 (Live Scan Request) form as early as possible before your renewal date.
2. Visit a Live Scan operator to submit your fingerprint images to DOJ. Do not wait until your license is close to expiration; processing delays are expected, particularly in the early weeks of implementation.
3. Contact your local licensing authority (your county sheriff or municipal police department) to confirm that the agency is prepared to process renewals under the new rules and to verify any additional local requirements.
4. Allow extra time for DOJ to confirm your fi***rm eligibility. Your licensing authority cannot issue a renewal license until DOJ clearance is received.
SB 2: Ongoing Legal Challenge and CRPA Litigation Update
Today’s changes are part of the ongoing rollout of Senate Bill 2 (SB 2), which Governor Newsom signed into law in 2023. SB 2 imposed sweeping restrictions on CCW holders, including 26 categories of “sensitive places” where carry is prohibited, expanded application requirements, and the fingerprinting and clearance provisions taking effect today.
CRPA filed for an injunction to halt SB 2’s implementation, and our challenge to the sensitive-places provisions continues through May v. Bonta. The Supreme Court’s recent decision in Wolford strengthens our position by requiring states to identify specific abuses in specific places to justify carry restrictions, rather than imposing blanket bans.
CRPA will continue monitoring DOJ’s implementation of these requirements and will alert members to any issues with local licensing authorities.
