Engineering beneath one of Baltimore's busiest corridors.

As part of the Frederick Douglass Tunnel project in Baltimore, DXI Construction is performing complex underground utility work in a highly constrained urban environment.

Our team is relocating an existing 120-inch brick pipe installed in 1906 and replacing/relocating it with a new 126-inch FRP storm drain pipe to support critical infrastructure upgrades for the future Frederick Douglass Tunnel.

The project also includes rerouting an existing service line and installing a new electrical system to power the tunnel boring machine—work that demands precision, careful coordination, and protection of existing infrastructure.

Beyond the utility relocations, our crews are constructing the underground infrastructure that makes the tunnel possible, including sanitary sewer, storm drain, and ductbank systems. This critical work clears the way for excavation and the construction of Amtrak's new Frederick Douglass Tunnel, helping lay the foundation for one of the region's most significant transportation infrastructure investments.

Expanding one of the region's busiest transportation corridors.

DXI Construction continues advancing the I-95 ETL (Express Toll Lanes) project for the Maryland Department of Transportation.

This project is improving traffic flow and safety while supporting the creation of new northbound Express Toll Lanes.

Our work includes:
• 10,000 LF of bioswales installed to maintain drainage
• 80,000+ tons of hot mix asphalt placed for the new roadway
• 150+ precast storm drain structures installed
• 15,000 LF of storm drain and underground utilities installed
• 85,000 tons of graded aggregate base imported to stabilize and support critical roadway improvements

Delivering work on an active interstate requires detailed planning, disciplined ex*****on, and a constant focus on quality and safety.

What keeps a construction project moving when plans change, schedules tighten, and unexpected challenges arise?

It’s usually not the equipment. It’s the people leading in the field.

Every day, superintendents, foremen, and field leaders coordinate crews, manage resources, solve problems, maintain safety standards, and keep projects moving toward completion.

The best field leaders do more than manage tasks.
-They create alignment.
-They turn plans into ex*****on.
-They adapt when conditions change.
-They identify issues before they become delays.

While equipment and technology play an important role, successful projects are still built by people who can lead teams, make decisions, and keep everyone moving in the same direction.
