Paul Oesterreich, SVP, Project Development, recently participated in the Wood Bioenergy Conference & Expo in Atlanta, sharing an update on the LGF project and lessons learned to date.

As project developers advance through multiple engineering phases, securing development capital remains a constant focus. Teams must also navigate technical risk tied to planned technologies, feedstock supply and pricing dynamics, product market uncertainty, and shifting policy that can impact project economics.

Yesterday, The Strategic Biofuels Foundation was proud to present a $2,500 donation to the Kaleidoscope Café in Caldwell Parish. Pictured is Daniel Robinson presenting the check, joined by Paul Schubert and Bob Meredith.

Kaleidoscope Café is an innovative program that empowers high school students with developmental disabilities through real-world workforce training in food service and hospitality, building customer service, teamwork, and job readiness skills.

On April 9, the Louisiana Department of Conservation and Energy (C&E) held a public meeting regarding Strategic Biofuels’ draft Class VI Well Permit and one thing is clear: support for the LGF project remains strong.

At the hearing, 21 groups showed up in support, with only 3 in opposition. That strong turnout reflects what we have said from the beginning: this project has built real local support through ongoing engagement, transparency, and a focus on facts.

Thank you to the many community members, stakeholders, and supporters who showed up and made their voices heard. Your participation underscored the momentum behind LGF and the broad base of support it has earned. We look forward to what comes next and to continuing to advance this project in partnership with Caldwell Parish.

In 2020, the Caldwell Parish Industrial Development Board asked LGF to expand its site selection to include Caldwell Parish. The Board’s case was straightforward: locally tailored incentives could offset disadvantages, and hosting a CCS‑enabled project would help the parish stand out in a competitive regional market for industrial investment.

With 40+ years in refined fuels and renewable energy, Paul Oesterreich brings deep project experience across process engineering, plant operations, operations planning and optimization, product trading and transportation, and environmental permitting.

Since co‑founding Strategic Biofuels, Paul has been responsible for the project’s inbound and outbound supply chains, has developed deep knowledge of regional forestry feedstock markets including sustainability, and directs environmental permitting for the Louisiana Green Fuels project.

When we look at where Caldwell Parish stands today, the numbers tell a clear story. Since 2010, the parish has lost 764 residents and 1,303 jobs, shrinking the tax base and putting pressure on local services. Without new industrial investment, these trends are likely to continue.

In this blog post, we explain why these facts matter and how LGF was asked to evaluate a local-first solution that keeps jobs, investment, and reliable, clean power in-parish. As the LGF project advances, it is expected to create 79 full‑time positions in Caldwell Parish, plus 300+ indirect jobs across the region.
