COVID-19 Impact on Mobility and Travel Demand, by Elham Shayanfar, PhD

Dr. Shayanfar, a traffic engineer at Itenology Corporation, has been working since the pandemic started on near and long-term impacts on the movement of people and goods and, subsequently, MDOT SHA's project and program level investment decisions.

She used Maryland Statewide Model to create multiple scenarios that combined different parameter values to capture travel impacts because of COVID-19. Parameters in the model were identified that captured work from home by industry, changes in discretionary travel, distance learning, increased e-commerce, adjustment to time-of-day patterns, mode choice and network operations. For each parameter, a range of values were determined that were consistent with varying levels of policies and shifts in travel behavior expected in the future. The parameters were then grouped together into four scenarios that represented baseline (no change) and a low, medium, and high impact. The scenarios were tested on a no build, Consolidated Transportation Program (CTP), and Constrained Long-Range Planning (CLRP) networks. Using a range of project and systemwide level performance measures, the difference in network operations and utilization were compared to the baseline to assess the changes under different assumptions of long-term impacts.

The findings of this study were presented by Dr. Shayanfar to Maryland Department of Transportation State Highway Administration, Travel Forecasting and Analysis Division on April 23 as part of the Division’s Lunch and Learn virtual meeting.

Itenology Corporation is pleased to announce that Mr. Bob DeBlase has joined our firm as a Traffic Signal Timing Expert. Bob brings to Itenology more than 45 years of experience in the field of Traffic Signal Maintenance and Engineering. Previously, he worked for MDOT SHA in the Office of Traffic and Safety and in District 5 Construction where he served as the Signal System Team Leader and was responsible for managing a team of ITS technicians that performed signal operational modifications and signal timing optimization. Mr. DeBlase programmed, managed, and operated the Econolite CENTRACS and ARIES Signal software applications. His expertise includes closed loop signal systems with on street master control and adaptive signal systems using cellular modems communicating to a central server. Bob performed signal plan review and signal phasing design to assist the Traffic Engineering Design Division. Additionally, he worked as a Traffic Engineer Consultant for MDOT SHA District 2 Traffic. In this position, he provided assistance to the ADE-Traffic in the investigation and response to citizen complaints regarding traffic signals, signing, pavement markings, and various other issues on State maintained highways.
