Bi-Partisan Legislation Introduced in Congress to Improve the Energy Performance of Existing Homes

The bill, “The Home Owner Managing Energy Savings Act” HOMES Act) would provide rebates to homeowners who invest in energy efficiency improvements. Homeowners who demonstrate a 20 percent energy savings will receive a $2,000 rebate. For every 5 percent in additional energy savings, they can receive another $1,000 – up to a total of $8,000 or 50 percent of the project's cost.

The tax Credit for energy efficiency retrofits on exiting homes has been extended! Sec. 401. This provides a 10-percent credit for the purchase of qualified energy efficiency improvements to existing homes. The energy-efficiency home products are retroactive for 2012 and must be "placed in service" before December 31st, 2013. The maximum credit for a taxpayer for all taxable years is $500, and no more than $200 of such credit may be attributable to expenditures on windows.
