President Biden should honor former president Jimmy Carter by issuing an Executive Order to install American made solar panels on every Federal government building rooftop and parking lot, where feasible. The Executive Order should also provide the funding for state and local governments that want to participate in the project. A good place to start is Los Angeles. It is the largest city in the largest state and the second largest city in America. It has a municipal utility, the LADWP, already deeply involved in solar power. And it is located in the part of the country where the sun shines 300 days per year. This will create a huge market for domestic solar panel manufacturers and help the nation to transition from fossil fuels to renewable energy. We must address climate change more seriously.

France recently approved legislation to require solar panels to cover commercial parking lots. Is that approach to renewable construction coming to the U.S.?

This bill is stuck in committee. Write the chairman to support letting our schools construct better emergency shelters where they can keep the lights on during a storm.
