While the terms are used interchangeably, there is a difference between cement and cinder blocks. Originally cinder blocks (patented in 1917) incorporated ash cinders with the aggregate in order to reduce weight.

Well-graded mixes of concrete, meaning it starts with the largest aggregate size and smaller aggregates to fill in the gaps, reduces the amount of cement paste in the mix and thus reduces the shrinkage amount of the concrete.
