Halifax EMC was the sixth electric cooperative to be established in North Carolina. The first meeting of the Halifax EMC board of directors was held December 22, 1938. Halifax EMC has been serving its members for over 80 years.

📌Earlier today (6/2/26), as well as last Friday, HEMC experienced a large-scale outage affecting a significant portion of our system due to a transmission outage on Dominion Energy’s system.

❓What Caused the Extended Outage
• Dominion currently has significant and important transmission line upgrades being done in the county, and the outage is NOT directly related to that work.
• However, due to those ongoing projects, our system is currently operating on a temporary, simplified one-way configuration.
• This means HEMC is not on its normal transmission feed, which significantly reduces our ability to re-route power (backfeed) from other sources.
• As a result, we are dependent on a single transmission source feeding into the county from the Aulander area.

❓Why This Outage Was More Impactful
• Under normal conditions, HEMC can shift load between multiple substations to minimize outages, and Dominion has multiple transmission feeds supporting our distribution grid.
• In the current configuration, those options are largely unavailable, increasing both the number of members affected and the duration of the outage.

❓What HEMC Could Do
• Crews were able to identify a limited backfeed option.
• Approximately 400 accounts were restored through some temporary work to connect one Halifax county circuit to a Warren county substation.
• Full restoration for the majority of members required Dominion to restore transmission service.

❓Commitment to Our Members
We understand how disruptive this situation was and share your frustration. While the outage originated from the transmission system, HEMC worked diligently to:
• Actively coordinate with Dominion Energy
• Take all available actions within our system to restore members where possible
• Provide updates as new information became available

We appreciate your patience as we worked through this challenging situation.

⚡Update 6/2/26 (2:32 PM): Members served by the Sam’s Head substation near Scotland Neck should now have power restored. Crews are currently working to re-energize the remaining substations (AC Cox, Dawson and Medoc).

We understand how frustrating outages can be, and we appreciate your patience. While it may seem like all substations could be restored at once, power must be brought back in carefully controlled steps. Energizing everything at the same time can overload the system and cause additional outages or damage equipment. By restoring power in sections, our crews can safely and reliably bring members back online as quickly as possible.

⚠️ Planned Brief Outage Notice⚠️
Members on Tutelo Road, Old Avenue, State Road 1513, Gillis Alston Road, Inez-Arcola Road (around Otis Clark Road and east), and Otis Clark Road will experience a brief outage as Halifax EMC crews complete a temporary back feed.

This work will help restore power to approximately 400 members in Halifax County currently without service due to the Dominion Energy transmission outage.

We appreciate your patience as crews work to restore power as quickly and safely as possible.

Power Outage Update 5/29/26 (6:32 PM)

Dominion Energy crews working to repair the broken transmission cross-arm and hang the fallen transmission line.

Transmission lines aren’t your typical distribution power lines as they carry high-voltage electricity over long distances and feed entire communities, or in our case, substations.

Repairs involve larger structures and heavier equipment. Crews often work in remote or hard-to-reach areas. Work must be carefully coordinated with grid operators to protect the entire system’s reliability and higher voltage means stricter safety steps and slower restoration.

All of that adds time, but it’s what keeps crews safe and ensures power is restored the right way. 💡
