Crime laboratories, autopsy suites, evidence storage, a firing range and emergency operations. Each one asks something different of the building around it.

At the Forensic Science and Protective Medicine Facility, that meant planning for specialized ventilation, controlled access and distinct circulation requirements for people, evidence and materials. Sensitive laboratory spaces also had to account for vibration from nearby highway and campus traffic.

The building brings together a state crime lab, a county medical examiner’s office, county emergency management and an organ and tissue bank, each with spaces designed around its specific operations.

Construction on the active Milwaukee Regional Medical Center campus required coordination with neighboring hospitals and campus partners.

C.D. Smith served as construction manager, with crews performing site work, concrete, masonry, steel er****on, rough carpentry and millwork.

Milwaukee County's medical examiners spent decades working in a building nearly 100 years old, while Milwaukee's crime lab operated in a facility dating to the 1980s.

On Oct. 9, they celebrated the opening of the Forensic Science and Protective Medicine Facility in Wauwatosa alongside partner organizations and state and county leaders.

The 217,150 square foot building on the Milwaukee Regional Medical Center campus brings together four organizations serving Wisconsin communities: the Wisconsin Department of Justice Milwaukee Crime Lab, the Milwaukee County Medical Examiner’s Office, the Milwaukee County Office of Emergency Management and Versiti’s Organ Procurement Organization and Tissue Bank.

Their work ranges from forensic investigations and emergency response to organ and tissue donation, often during some of the most difficult moments a family can face. The new spaces include a private waiting area for families and opportunities to train future forensic pathologists.

C.D. Smith served as construction manager for the project.

At Rhinelander High School, one student helped build the spaces where he continues learning. Youth apprenticeship put senior Jonathan Campbell on the jobsite and in the classroom during the same school year.

Campbell started his youth apprenticeship with C.D. Smith in June 2025. He worked that summer, continued for a couple of hours a day during the school year and returned in summer 2026. Among his contributions was helping form the concrete pads outside the new tech ed doors.

“I learned a lot of great workplace skills and life skills with my time at C.D. Smith,” Campbell told the Northwoods Star Journal.

Working alongside construction professionals gave Campbell a chance to explore the skilled trades firsthand. C.D. Smith's 2025 Youth Apprenticeship program included students from Rhinelander, Freedom and Fond du Lac high schools, providing opportunities to earn wages and school credit on the jobsite.

Rhinelander High School’s technical education spaces dated to the 1950s. This fall, students walked into new welding, machining and woodworking spaces built for the careers waiting for them in the Northwoods.

In April 2024, School District of Rhinelander voters approved a referendum to modernize facilities at Rhinelander High School and James Williams Middle School.

On Sept. 21, the district celebrated the completion of the high school improvements with a ribbon cutting.

The project finished on time and under budget. New spaces include an automotive area with vehicle lifts, a metals area with welding booths, CNC machines and plasma cutters, and a woodshop built for hands-on learning.

“These facilities represent an investment in our students, our schools, and our Northwoods workforce,” said Superintendent Eric Burke, as quoted in the Northwoods Star Journal. “We cannot wait to see what our students do with these opportunities.”

With construction underway, years of planning are becoming visible at HSHS St. Mary's Hospital Medical Center in Green Bay.

Getting to this point has meant preparing the campus for the new inpatient tower while sequencing construction around an operating hospital.

Preparations spanned the campus. Buildings were removed to clear the way for construction and future access. Through it all, the main hospital has remained fully operational.

That same planning carries into construction, with work moving forward alongside the care HSHS St. Mary's provides to patients and families every day.
