And now, those options have been further enhanced with creative financing and construction capabilities through Abengoa Water USA, which has retained the new partnership as its engineering consulting firm. Bill founded NRS Consulting Engineers, and he and Jesús are former principals of the company. NorrisLeal, as always, continues to be supported by a cadre of skilled and adept in-house project managers, draftsmen, and accounting and administrative staff, as well as outside consultants in fields ranging from modeling to economics and finance to governmental relations and public outreach.

Laguna Madre Water District’s pilot project in Port Isabel demonstrates what can be realized for the future of water in our region – reliable, sustainable, and drought tolerant. As engineers, we are committed to transparency and open communication, especially where communication, education, and understanding are critical elements of success.

This seawater desalination pilot reflects a thoughtful approach minimizing the environmental impact while providing an alternative solution to prolonged drought and declining reservoir levels. It’s about protecting today’s resources while securing tomorrow’s water supply.

We are grateful to Laguna Madre Water District for their trust and partnership since the late 1980s to bring this opportunity to fruition, and we thank the City of Port Isabel, South Padre Island, Laguna Vista, Laguna Heights, and surrounding communities for recognizing the need for a new approach and forward-thinking leadership. Together, we’re building solutions you can count on.
