👏🏽Great work to the entire OICC Marine Corps Marianas (OICC MCM) Team!👏🏽

“The disestablishment of OICC MCM marks the end as an organization, but not the end of its impact,” said Capt. Blake Burket, OICC MCM commanding officer. “Our teams delivered on a promise to provide high-quality facilities in direct support of the warfighter, and in doing so helped lay the foundation for the next generation of Sailors, Marines and their families. The accomplishments of OICC MCM were only possible because of the dedication, partnership and trust of everyone who supported this mission. I want to thank the people of Guam for their continued support, as well as the Sailors, civilians, contractors and industry partners whose professionalism and commitment enabled the successful deliver of these projects,” said Burket.

DEDEDO, Guam (June 9, 2026) Officer in Charge of Construction Marine Corps Marianas (OICC MCM) hosted a disestablishment ceremony on June 9 on Marine Corps Base Camp Blaz, marking the official closure of the command following a decade of construction and infrastructure support to the U.S. Navy.

NAVFAC Pacific Commander Rear Adm. Omarr Tobias visits the NAVFAC Northwest Team 👍

Thank you to Rear Adm. Omarr Tobias, NAVFAC Pacific commander, for his recent visit to NAVFAC Northwest! ⚓️

During his trip, he worked together with the team, receiving updates and brainstorming the best way forward on major projects on the horizon for the Pacific Northwest.

He also took the opportunity to speak with our Sailors and civilian staff to personally thank them for their hard work, dedication, and daily contributions to the mission.

We appreciate his leadership and support as our team prepares for the critical work ahead!

Officer in Charge of Construction Pearl Harbor Naval Shipyard (OICC PHNSY) was honored to welcome Rear Adm. Omarr Tobias, commander of NAVFAC Pacific, during an all-hands at Hickam Memorial Theater on Joint Base Pearl Harbor-Hickam, May 6, 2026.

The morning brought the command together for leadership insight, recognition and meaningful discussion on the future of the Shipyard Infrastructure Optimization Program, project ex*****on and operational readiness. Rear Adm. Tobias spoke on the importance of teamwork, trusted communication, accountability and strong partnerships in overcoming challenges and delivering successful projects that support the fleet and the warfighter.

The event also highlighted the incredible people behind OICC PHNSY’s mission and the continued progress being made. Rear Adm. Tobias joined Capt. Chris Coggins, commander of OICC PHNSY, and Mr. Daris Cook, deputy of OICC PHNSY, in recognizing personnel for their hard work, professionalism and dedication to the command.

Personnel recognized during the event included Lt. Cmdr. Dallas Smith, who received the Navy and Marine Corps Commendation Medal; Builder 2nd Class Charles Loucraft, who received the Navy and Marine Corps Achievement Medal; and Ms. Lea Sims, who was honored for 10 years of service and received a commander’s coin. Coins were also presented to Mr. Layne Hazama, Mr. Phil Tourangeau, Ms. Jenifer Buck, Ms. Lady Abayon, Lt. Nathan Rodriguez, Mr. JV Fuamatu and Mr. Shaun Gokan for their outstanding contributions to the team.
