TTO GHANA / LOME WATERS PROCEDURE

1. SPA ISSUANCE
Seller issues the Sales & Purchase Agreement (SPA) to Buyer via email.
2. SPA ENDORSEMENT
Buyer signs and returns the SPA with ATB format including:
- Contact details of Buyer’s Shipping Agent
- Copy of accredited Supercargo passport
- Supercargo phone number
3. BANK COMFORT LETTER (BCL)
Buyer’s bank issues and transmits a Bank Comfort Letter (BCL) for the total cargo value to Seller’s nominated bank officer (Bank-to-Bank).
4. VESSEL LOADING & SAILING
Upon confirmation of the BCL, Seller instructs the Vessel Captain to load and sail to Ghana / Lome waters.
5. NOTICE OF ARRIVAL
Upon arrival at Ghana / Lome Anchorage:
- Captain issues Notice of Arrival (NOA)
- Harbour Master is notified
- Vessel drops anchor
6. DOCUMENT SUBMISSION FOR CLEARANCE
Captain sends the following documents to Buyer’s Shipping Agent:
- Q88
- Last Port of Call
- Sanitation Report
- Crew List
- Nomination Letter
7. E-BOOKING
Buyer completes E-Booking at the Port Authority at their own expense and forwards proof to the Vessel Captain.
8. BOARDING AUTHORIZATION
Seller’s Captain issues Letter of Authorization (LOA) and Marine ATB for Buyer’s inspection team to board.
9. SAMPLING & Q&Q
- Captain issues Attestation Report
- Buyer’s Inspector collects sample for Q&Q
- Buyer’s Supercargo remains onboard until tanker takeover
10. LOGISTICS PAYMENT
Buyer’s bank pays up to USD 2,000,000 logistics fee to Seller’s nominated account. After confirmation, port authorities secure cargo and Seller releases soft copies of documents.
11. COMMERCIAL INVOICE
Seller issues Commercial Invoice based on measured barrels as determined by Q&Q report.
12. FINAL PAYMENT
Within 4 working days, Buyer’s bank sends MT103 TT payment for full cargo value (less logistics already paid). Buyer settles all commissions as agreed in SPA.
13. RE-CHARTERING
Seller introduces Buyer to vessel handlers/operators for re-chartering to Buyer’s discharge port.
14. FULL DOCUMENTATION & SAILING
Upon confirmation of full payment, Seller releases all original cargo documents in Buyer’s name and vessel sails to discharge port.
CONTINUITY
Second shipment commences. One-year rollover option available if required.
