September 30, 2026 is when the Infrastructure Investment and Jobs Act's water funding expires.

Trump's FY27 budget proposes cutting Clean Water and Drinking Water State Revolving Funds from $2.7 billion to $305 million combined. WIFIA drops from $72.6 million to $8 million.

If your municipality has stormwater or utility infrastructure projects waiting on SRF financing, this deadline matters. The funding environment may look very different in 2027.

Construction input prices are up 6.2% through April 2026, more than the entire prior three-year period combined. Nonresidential costs are up 7.4% year-over-year. Crude petroleum was up 11.3% in April alone.

If you have a project in the pipeline, feasibility numbers from late 2025 may not hold today. The clients moving forward are the ones with current cost assumptions and permit applications already in motion.

Road engineering principles have not changed in 6,000 years. Layered base, drainage, structural course. The Romans did it. We still do.

What changed is the tools. GPS-guided pavers holding grade to the hundredth of a foot. 3D models driving equipment directly. A crew today builds in a day what took ancient workers months.

Before 1980, buying industrial property in the United States carried zero federal environmental liability. CERCLA changed that. Now property owners can be held liable for contamination they did not cause.

Phase I and Phase II environmental site assessments exist for this reason. Most lenders require at least a Phase I on any industrial acquisition. It is not overhead. It is the cheapest line item on the deal.

If you are acquiring industrial land in North Alabama or Tennessee, do not skip environmental due diligence. Prior industrial use, underground storage tanks, proximity to auto shops or dry cleaners -- these are what Phase I screens for before you close.

In 1916, New York City passed the first zoning ordinance in the United States. Before that, you opened a business by opening a business.

Today, approving a commercial development in Huntsville means zoning approval, site plan review, ESC and stormwater permits, building permits, ADA review, and often an environmental assessment. Each step has a sequence. Skip one and the next stops.
