The Eastern Snake Plain Aquifer has been officially designated as a ground water management area by the Idaho Department of Water Resources based on the apparent net withdrawal from the aquifer of the equivalent of 1 foot deep of water across 200,000 acres each year. Winter recharge efforts by IDWR are expected to alleviate as much as half this amount but it is clear that much greater recharge infrastructure is needed particularly in the upper Snake River basin which has immense natural capacity for storage.

The Idaho ESPA settlement agreement between surface water users and ground water users is going to take a great deal of cooperation and funding for recharge and flow meters. It requires a reduction in total ground water diversion of 240,000 acre-ft per year with the measurable goal of aquifer stabilization to 2015 levels across the plain.
