We are very pleased that California’s AB 2163 has passed both the State Assembly and Senate with bipartisan support and is now headed to Governor Gavin Newsom’s desk.

Introduced by Assemblyman Jeff Gonzalez, the legislation would establish a statewide framework for Strategic Energy and Critical Mineral Development Zones and prioritize state investment and support within designated regions.

For Imperial County, the legislation represents another important step in recognizing the strategic role of Lithium Valley in California’s energy and critical mineral future.

We applaud Assemblyman Jeff Gonzalez for his efforts, and welcome the continued recognition and growing momentum behind responsible energy and critical mineral development in the region.

This week in Houston, we held a series of highly productive meetings focused on what decades of oil and gas experience can bring to the geothermal industry: scale, scalability, disciplined ex*****on, and fresh thinking.

Our discussions explored new approaches to well-field design, integrated systems, project delivery and cost reduction, applying proven oil and gas capabilities to accelerate geothermal development at commercial scale.

It was a privilege to join such an esteemed panel at Fastmarkets in Las Vegas to discuss the future of Lithium Valley and America's critical minerals supply chain.

My sincere thanks to our moderator, Abby Verret of Fastmarkets, and fellow panelists: Chair David Hochschild - California Energy Commission, Bryan Shires - Baker Hughes, Flemming B. Bjoernslev - Aquatech, and Bari Bean, MBA - County of Imperial. Together, the panel highlighted the collaboration between government, industry, and regional leadership required to move from demonstration to deployment.

The discussion was incredibly productive and focused on one thing: ex*****on & delivery.

Lithium Valley is about far more than lithium. It represents one of America's greatest opportunities to produce an integrated suite of critical minerals, including lithium, manganese, zinc and potash to name a few - alongside firm renewable geothermal energy.

We also explored the opportunity to co-locate downstream processing and advanced manufacturing, supported by an experienced workforce, established infrastructure, and a permitting framework increasingly aligned with the rest of the United States.

The message from the panel was unequivocal: the resource is proven, the pathway is clear, and the industry is ready. The priority now is ex*****on - accelerating development, securing domestic critical mineral supply chains, creating skilled American jobs, and establishing U.S. leadership in critical minerals production.

Our high schools, Imperial Valley College, and SDSU Imperial Valley have collaborated with industry for over a decade preparing the next generation of engineers, operators, electricians, and skilled trades to build up America's energy independence.

The facts are clear - Imperial Valley has achieved a level of commercial readiness that other U.S. regions can only dream about.

👷 Local construction teams – already on the ground with decades of experience building and maintaining geothermal facilities.
💼 A trained workforce – hundreds of local apprentices, operators, and technicians being certified and ready to deploy.
🟢 Commercial readiness – advanced technologies successfully demonstrated and commercial scale equipment readiness complete.
✅ Grid infrastructure – mature transmission infrastructure in place.
💡 A proven industry – with over 40 years of continuous geothermal baseload energy operations.

Across CTR, people with an incredible range of backgrounds, skills, and perspectives work side by side every day. Some have spent decades at the Salton Sea solving complex challenges and advancing the geothermal industry. Others are just beginning their careers, helping shape what comes next.

Across Imperial Valley, students are also preparing for future careers in geothermal energy and critical minerals through local education and workforce development programs, building the skills and knowledge that will support the industry's future.

While large-scale projects take time to develop, investing in people cannot wait.

Because the people helping to build our industry today, will be the ones leading it tomorrow.
