The National Association of Wholesaler-Distributors (NAW) and 17 state attorneys general are seeking a preliminary injunction to block enforcement of California’s packaging EPR and source reduction law, SB 54. The plaintiffs have also amended their complaint, citing connections to recent legal developments involving Oregon’s EPR program and California’s recyclability law, SB 343.

The California challenge comes as a federal court has upheld Oregon’s packaging EPR law in a separate NAW lawsuit. Following a five-day trial in July, the court ruled that Oregon’s law does not violate the dormant Commerce Clause or Due Process Clause.

The escalating U.S.-Canada trade dispute could have widespread effects across the packaging industry, as new tariffs add costs across supply chains and target materials including pulp and paper.

AF&PA and the Canadian Corrugated and Containerboard Association are warning that the North American fiber supply chain is deeply integrated across the border. CCCA noted that because virtually every product relies on corrugated packaging, disruptions to corrugated trade could ripple across other supply chains while also affecting recovered fiber markets that support recycling infrastructure.

The latest U.S. cardboard recycling rate from the American Forest & Paper Association is in. ♻️

In 2025, 70–75% of cardboard available to be recycled in the U.S. was recycled and turned into new products.

That adds up to more than 33 million tons of cardboard — or more than 90,000 tons every day.

The first-ever World Packaging Day will be celebrated on September 6, 2026, as a new annual initiative led by the World Packaging Organisation (WPO) to recognize the role packaging plays in modern society.

World Packaging Day will focus on four themes: Packaging for Progress, Packaging Against Food Waste, Packaging and Economic Growth, and Packaging and Sustainability. Packaging organizations, companies, academic institutions and professionals around the world are invited to participate through local events, projects and campaigns under a shared global identity.

Maine’s packaging EPR implementation timeline is in flux after the state received no proposals from organizations seeking to administer the program. The Maine Department of Environmental Protection intends to reassess anticipated dates for producer start-up registration and invoicing as it determines next steps.

Circular Action Alliance (CAA), which has been selected to implement packaging EPR programs in six other states, declined to participate in Maine’s RFP, citing differences between the requirements and its established operational practices, systems and approach.

Golden West Packaging Group has named Kelley Wenter President and Chief Commercial Officer, announced two additional leadership appointments, and launched a dedicated Lithographic Packaging Division.

Lawrence Trosen has been named Chief Operating Officer, while Chuck Mitten will serve as Vice President of the new Litho Division.

The new division brings together Golden West’s folding carton and single-face lamination operations, broadening its portfolio of packaging solutions while corrugated packaging remains the foundation of the company’s business.
