A footer pad is where the entire weight of the deck transfers into the ground. Get it wrong and the deck above it will move. The two most common failure points are depth and load distribution. A footer that doesn't reach below the frost line heaves with the ground every winter. One that isn't sized correctly for what it's carrying will settle unevenly over time.
