The rebate programs threaten to put small businesses like mine out of business.

They structured the rebates to strictly benefit large private capital firms.
The reporting requirements as well as the financial deficiencies are too onerous.
Is these rebates have continued in the way that they have, it seems like the Excell is trying to turn independent HVAC contractors into employees. They hold all the cards and it seems we may be help financially hostage to a large energy company.
A rebate program that I have seen as very successful is the evaporative cooler rebate. The form is short and simply requires the customers name address model number and serial number and a receipt or invoice.
A few years ago at Excell's conference for the rebate program, I suggested that this is what should be the path forward. The director brushed me off and I felt that this would threaten my business. Fast forward and things have simply gotten worse.
I believe heat pumps are the way of the future. But between these rebates and private capital intrusion, I am feeling stuck between a rock and a hard place.
