The pause of CMMC Phase 2 doesn’t give military suppliers permission to move Controlled Unclassified Information (CUI) back into ordinary commercial cloud applications.

It also isn’t just a Microsoft licensing issue.

Companies handling CUI still need to examine every cloud service that may store, process, transmit, secure, back up, or provide access to that information. That can include:
• Email and collaboration platforms
• Password managers
• File-sharing applications
• Backup and recovery systems
• Remote-access tools
• Ticketing and documentation platforms
• Security monitoring applications
• Connected vendors and subcontractors

For example, a contractor may determine that it needs Microsoft GCC High for email and collaboration. It may also need Keeper Security Government Cloud, rather than the standard commercial version of Keeper password manager, if passwords, credentials, secrets, or other covered information fall within the CUI environment.

The Department of Defense paused CMMC Level 2 third-party assessments. Phase 1 self-assessments remain in place, along with the responsibility to meet applicable NIST SP 800-171 and DFARS requirements.

Military suppliers should use this time to map where CUI travels and review every technology provider within that environment before canceling compliance projects or moving back to commercial products.

Don't mistake the audit pause as a pause on CMMC. You still must be compliant with the CMMC framework to do business with the military moving forward. The only change is the pause on the third-party assessment by a C3PAO.
