Recently published in the peer reviewed Journal of Physics Conferences, the spacetime surface tension hypothesis is applied to cosmology. A rearrangement of surface tension terms in general relativistic tensor equations provides a term that resembles "dark matter" and a cosmological function for "dark energy". Rotational velocity curves with surface tension compare well with astronomical measurements for the sample of galaxies in this study.
