It is a simple test that tells you a lot. Some drafts can be solved with weatherstripping, but if the frame is warped or the sash no longer sits square, replacement is the permanent fix. A few other signs worth watching for: condensation fogging up between the panes (that means the seal has failed and it is not repairable), windows that stick or will not stay open, and soft spots or peeling paint on the sill.
