Work is progressing at the Royal Lakes water treatment plant in Jacksonville, FL, for the Jacksonville Electric Authority. Baker Water began construction in January 2026 and is on track for an early 2028 completion.

The project includes demolition and extensive upgrades to the existing Royal Lakes water treatment plant, which has a permitted maximum daily flow capacity of 6.98 million gallons per day (MGD). The work includes plantwide upgrades and the replacement of critical treatment infrastructure downstream of the existing raw water wells. The improvements will increase the plant’s firm high service pumping capacity from 5.04 MGD to 6.48 MGD while maintaining the plant’s existing permitted treatment capacity.

Major elements of the project include construction of a new 1.46-million-gallon ground storage tank, a new high service pump building, and extensive raw and finished water yard piping, along with associated demolition, equipment, utility, and treatment infrastructure improvements. Current work is focused on construction of the new ground storage tank, underground piping for the new high service pump building, new electrical service, and installation of raw and finished water yard piping.

At Baker, we believe anyone should be able to build a successful career and a successful life.

Formwork Engineer TJ Underwood began his career with Baker as an intern. He quickly earned a reputation for his work ethic, focus, and determination to grow as he completed multiple internships and our Five Tours program.

Last year, that same determination enabled TJ to achieve a major personal goal: buying his first home.

“My dream is to provide my girlfriend and future family with a home that gives us comfort, stability, and space to enjoy life together,” TJ said. “Owning a home is about creating a solid foundation for our future.”

TJ’s accomplishment earned him a key through Baker’s 10,000 Keys Initiative, which celebrates the dreams our co-workers achieve during their time at Baker. When co-workers reach a lifelong milestone, they are invited to sign a key and add it to the 10,000 Keys wall in their local office.
