1. Loss of Access to Pore Space and Mineral Rights

CO₂ is injected into deep underground rock formations—often the same formations that small oil companies rely on for current or future production. If CCS projects claim exclusive use of pore space, small operators may be locked out or forced to halt operations.

2. Increased Regulatory Pressure

CCS development may come with additional layers of regulation, such as monitoring, safety, and liability protocols. These requirements could disproportionately burden smaller companies that don’t have the legal or administrative capacity to navigate new rules.

3. Devaluation of Assets

Properties with proven reserves might see their value decrease if CO₂ injection makes those reserves inaccessible or unusable. Small operators—many of whom rely on family-owned leases or marginal wells—could see their business models upended.

4. Legal Conflicts

Disputes over mineral rights vs. pore space ownership are expected to increase. Many small companies lack the financial resources to engage in prolonged legal battles with large CCS developers or the state.

5. Market Displacement

As CCS becomes a state or federally incentivized priority, public subsidies and attention may shift away from small fossil fuel producers toward carbon storage companies and larger energy players. This shift could cause small companies to lose competitive ground.

6. Environmental Risk & Liability

If CCS wells fail or leak (especially in older oil fields), small nearby operators might be held liable or face shutdowns due to safety zones and insurance policy changes, even if they’re not directly involved.
