Bold ZEV move: California ups the ante with additional $1.4B for EV & H2 infrastructure. The CEC (California Energy Commission) has approved this week an additional $1.4 billion investment to deploy infrastructure for light, medium, and heavy-duty zero-emission vehicles (ZEV) across California, expanding the most extensive charging and hydrogen refueling network in US.

This state funding is for the next four years. The funding is part of the $48 billion California Climate Commitment, which includes more than $10 billion for ZEVs and ZEV infrastructure. To date, $2.3 billion has been invested in projects supporting ZEV infrastructure, alternative fuels, and advanced vehicle technologies.

“Today’s approval of the investment plan reaffirms California’s commitment to funding zero-emission refueling infrastructure,” said CEC’s Lead Commissioner for Transportation Patty Monahan. “The plan prioritizes clean air benefits in low-income and disadvantaged communities that need it the most. There is no doubt – ZEVs are here to stay in the Golden State.”

HD Infrastructure for all of US: The US government's Joint Office of Energy and Transportation published its hashtag & hashtag National Zero-Emission Freight Corridor Strategy to support the decarbonisation of medium- and heavy-duty trucks — with an eye toward nationwide access to both hydrogen refuelling stations and electric chargepoints by 2040.

Summary:

- First phase starting now to 2027, to focus on deploying “first-mover” EV Truck fleets at key freight hubs and building out infrastructure along 12,000 miles (19,312km) of road — 23% of the national highway freight network.
- Second phase starting in 2027-2030, zero-emission freight corridors start to go past phase one to cover 36% of the national highway freight network leveraged by the $8B of hashtag Hubs starting capacity.
- Third phase, between 2030 and 2035, the strategy expects “both EV and H2, hashtag truck technology to be prevalent, with "increased to hydrogen refueling along freight corridors”. This phase would also see a major roll-out of refuelling and charging infrastructure along 72% of the national highway freight network. By 2035, Regional Clean hashtag at full production capacity.
- Forth phase, 2035-2040, the US government plans for zero-emission freight corridors to cover 94% of the national highway freight network in the final phase.

The freight corridores in the US, coast to coast (from warehouse to port and back) are a much needed holistic strategy along the alternative fuel corridores for Zero Emission Vehicles & Trucks.

for all of : 7 Hydrogen Hubs were chosen today by the Biden Administration to recieve a total of $7 billion in Bipartisan Infrastructure Law funding to accelerate the low-cost, . The seven selected regional clean hydrogen hubs will catalyze $40B+ in private investment and create tens of thousands of good-paying jobs – bringing the total public and private investment in hydrogen hubs to nearly $50B. Roughly two-thirds of total project investment are associated with (electrolysis based) production.

Executive Summary:
- (ARCHES H2-$1.2 billion) Alliance for Renewable Clean H2 Energy Systems. The H2 Hub to produce hydrogen exclusively from renewables. It will decarbone transportation, heavy duty trucking, and ports. This Hydrogen Hub has committed to expand opportunities for disadvantaged communities and create an expected 220,000 direct jobs.

- (HyVelocity Hub- $1.2B) Gulf Coast H2 Hub. Centered in the Houston region, plans for large-scale hydrogen production through both natural gas with CCS and renewables-powered electrolysis, leveraging the Gulf Coast region’s abundant renewable energy and CNG. This Hub is expected to create 45,000 jobs.

- - , , ( -$1B) (Midwest Alliance for Clean H2) ; The Hub will enable decarbonization steel & glass production, power, refining, HD transportation, and aviation fuel. This Hub plans to produce H2 by leveraging renewables, CNG & nuclear energy. The Midwest Hydrogen Hub anticipates creating 13,600 jobs.

- , , - ( -H2-$1B) Pacific Northwest Hydrogen Hub — The Hub plans to leverage renewables exclusively. Widescale use of electrolyzers will play a key role in driving down electrolyzer costs. This Hub is expected to create more than 10,000 jobs.

- , , ( H2 Hub- $925M) The Hub will decarbonize the agricultural sector’s production of fertilizer, decrease cost of clean hydrogen, and electric generation and for heating. The Hub anticipates creating upwards of 3,880 direct jobs

- , , , ( -$925M) Appalachian Regional Clean Hydrogen Hub; The Appalachian Hydrogen Hub will leverage the region’s low-cost natural gas to produce low-cost clean hydrogen with carbon capture.The location of this H2 Hub and pipelines, fueling stations. The Hub is anticipated to create 21,000 jobs.

- , , , ( -$750M) Mid-Atlantic Clean Hydrogen Hub ; The Mid-Atlantic Hydrogen Hub will help unlock hydrogen-driven decarbonization in the Mid-Atlantic while repurposing oil infrastructure. Mid-Atlantic Hydrogen Hub anticipates creating 20,800 jobs.

Bravo. California puts its chips “all in on clean, renewable hydrogen – an essential aspect of how we’ll power our future and cut pollution,” said Governor Newsom. “This strategy will lay out the pathway for building a robust hydrogen market to help us fully embrace this source of clean energy.” California’s state government has announced it will develop a hydrogen market development strategy to accelerate development of renewable H2.

Summary of Executive Order N-8-23

-In addition to the Federal $391B ten years for climate-related investments in the Inflation Reduction Act (IRA); California has augmented these federal investments $52.3 billion in state funding for infrastructure and will invest more than $180 billion over the next ten years, creating over 400,000 jobs. California will continue fostering hydrogen in transportation and hard-to decarbonize sectors.

- California has launched an all-of-government approach, working across agencies to deliver projects at the scale and pace necessary to maximize federal investment and deliver the benefit to all California communities, especially those that historically have not shared equitably

- Accelerating California's progress towards 100 percent clean electricity, as well as meeting the carbon neutral goal, by 2045 necessitates modernizing the electric grid

- California has made significant investments to promote new plans and strategies to diversify local economies and develop sustainable industries that create high-quality, broadly accessible jobs, including a $600 million community economic resilience fund

- California will supporting communities that have suffered inequitable infrastructure development, with disproportionate burdens and will target to exceed the goal of 40 percent of the overall benefits flowing to disadvantaged communities for Justice40-covered programs

- Executive Order B-10-11 and Executive Order N-15-19 require State agencies to engage in consultation with California Native American tribes

- The Senior Counselor on Infrastructure shall convene an Infrastructure Strike Team (Strike Team) to work across State agencies to maximize federal and state funding opportunities for California innovation and infrastructure projects.

- The Strike Team shall:
a. Identify projects on which to focus streamlining efforts
b. Support coordination between federal, state, tribal, local government, permitting, approvals;
c. Support infrastructure in a particular sector by prioritizing complementary investments in adjacent sectors (e.g., transportation and energy, etc)
d. Share challenges and best practices, opportunities for improvement

We need BOTH ZEV-electrification, EV charging and H2 especially in the hard to abate heavy industry -to offset fossil fuels.

We are honored to receive the GFO-22-502 – “Innovative Refueling Solutions for Heavy Transport” $4M grant (NOPA) and GFO-21-604 - Clean Transportation Program Rural (REV) , $1.6M grant from the California Energy Commission to help accelerate our zero emission vehicle infrastructure.

ZEV Station, in collaboration with the U.S. Department of Energy (DOE)'s National Renewable Energy LaboratoryNational Renewable Energy Laboratory (NREL), plans to develop optimum standards and evaluate a scalable platform for HD hydrogen fueling through simulations and correlation with real-world fueling station data.

As a follow on to our existing charging site, these grants will help accelerate the next step for ZEVStation toward the goal using EV Charging & hydrogen to replace petroleum.

Bold move: California doubles down with a new ZEV law essentially bans the sale of diesel trucks and trains. The California Air Resources Board unanimously approved the Advanced Clean Fleets rule, the state's second zero-emissions trucks rule and first in the world to require new commercial trucks, including garbage trucks, delivery trucks and other medium and heavy-duty vehicles, to be all zero emission, electric or hydrogen (ZEV). The law also covers a first ever require zero emission trains.

Summary of HD ZEV law mandating Zero Emission Vehicles (outlawing gas & diesel for trucks in addition to the LD ZEV mandate)

- 2024 Ports, All New Class 8 trucks (40t)
- 2027 Statewide, All MD city trucks (garbage trucks & school buses)
- 2035 Ports, All Class 8 trucks (40t)
- 2036 Statewide, New Class 8 trucks (40t)
- 2042 Statewide All trucks on road including delivery vans (Class 6) to be zero-emissions

The mandate would require companies that operate 50 or more trucks to convert their fleets into electric or hydrogen models and achieve zero-emissions by 2042.

Summary of law banning diesel trains, mandating zero emissions (e.g. hydrogen fuel cell)

- 2024 Fleet operators required to fund zero emissions spending account based emissions
- 2030 50% of locomotives must be zero emissions.
- 2030 100% trains older than 23 years
- 2047 All train fleets must be zero emissions

“We need zero-emission vehicles everywhere feasible and this regulation is a next major step in that direction,” air board Chair Liane Randolph said. “Decarbonizing the transportation sector is one of the most decisive actions we can take to drive down emissions and reduce the harmful impacts of climate pollution.”

Bravo, finally a clear signal for the expiration date of diesel, and to ZEV for all trucks (and cars). Only by addressing entire transportation sectors can we make change now to abate global warming. This is even more impactful that 18 states follow California Emissions laws…

Now the hard part, building electric and fuel cell powertrains, trucks to meet the law/ customer needs -AND- replace the infrastructure-

for all of : Following California's ZEV Mandate, the US EPA proposes light duty vehicles 67% of 2032 models sold nationwide would be zero-emissions. At the same time, the US EPA proposed 50% of vocational vehicles (such as buses and garbage trucks); 35% of short-haul freight tractors; and 25% of long-haul freight tractors.

In comparison the 18 ZEV States including California have already ratified light duty vehicles to 100% in 2035, ~50% in 2030. Heavy Duty vehicles to 100% ZEV by 2045 (port of LA/ LG 100% in 2035)

- Through 2055, EPA projects that the proposed standards would avoid nearly 10 billion tons of CO2 emissions (equivalent to more than twice the total U.S. CO2 emissions in 2022).
- By accelerating adoption of technologies that reduce fuel and maintenance costs alongside pollution, the proposed standards would save the average consumer $12,000 over the lifetime of a light-duty vehicle, as compared to a vehicle that was not subject to the new standards.
- Together, the proposals would reduce oil imports by approximately 20 billion barrels.
- Overall, EPA estimates that the benefits of the proposed standards would exceed costs by at least $1 trillion.

-Accelerate the Clean Vehicle Transition in Technology-Neutral Way. The EPA’s approach is technology-neutral, meaning that better-designed gas vehicles, hybrids, fuel cell vehicles, and other innovations could all be used to meet stricter standards. But with EV technology getting better and cheaper every day, and consumer demand rising rapidly, many manufacturers would likely rely on fully electric vehicles for compliance.

-EPA estimates that by 2032, if finalized, the proposed rules could result in electrification of 67% of new sedans, crossovers, SUVs, and light trucks; 50% of new vocational vehicles (such as buses and garbage trucks); 35% of new short-haul freight tractors; and 25% of new long-haul freight tractors.

The writing is on the wall. Fossil fueled vehicles will be replaced with BOTH EVs & FCEVs (depending on use cases). It's time to make a plan to replace gasoline at scale with charging and diesel with .

It's time for ZEV Station.

The EPA can't specifically demand automakers sell a certain percentage of EVs, but it can make tailpipe emissions so stringent that car companies won't have a choice.

2023 H2-Aero Whitepaper updated release: connecting two transportation modes: hydrogen for HD fuel cell vehicles and aerospace. As presented at the H2-Aero Symposium, the premise of the VFS whitepaper, “Multimodal Hydrogen Airport Hub,” is to propose a repeatable hydrogen hub for the airport, first with a ground vehicle fueling station, and later expanding to an airport-based hub supplying multiple modes of transportation.

Though sustainable aviation fuels (SAF) are starting to be established as a “drop in fuel” for replacing conventional kerosene, there are many factors indicating that hydrogen will be needed to achieve net zero carbon emissions in aviation. The H2-Aero Team was formed in 2022 with the goal to decarbonize aviation with carbon-free hydrogen, as a follow-on to SAF. Why? Renewable hydrogen for example offers numerous benefits, such as 3x less energy to produce over SAF, while greatly accelerating the transition to replace fossil fuels. To stimulate the transition to hydrogen in aviation, it is advantageous to create a multimodal ecosystem at the airport. The H2-Aero whitepaper proposes using a ground vehicle station as an ‘anchor’ or starting point that would later grow into a Hydrogen Hub to serve the entire airport. The whitepaper gives the first complete overview of hydrogen storage per transportation type and status of standards to assist entities to appropriately size H2-Hub in stages. The H2-Aero lays the framework also for hydrogen airport demonstrations in the form of a public-private partnership to help validate the fueling and aircraft technology.
