Our crew is making great progress moving south down 6th Street in Pender. We should have our underground work done on that stretch by early next week. Our plan is still to keep access to Pender Public School on Whitney Street and we will hold off on closing that block until after school is dismissed for the year.

We will be jumping ahead and moving to the intersection of Carns Ave and Whitney Street for a couple of weeks. We will be replacing the sanitary sewer and paving for one block going west to Slaughter Street. We will keep the intersection of Whitney and Slaughter Streets open as long as possible but there will a point where we have to close the intersection for underground work and paving. During that time all traffic for east of Slaughter on Whitney (including the baseball field and Pender Sports Complex) will have to access via the Airport Road.

There will be a lot of street paving going down in town in the next two weeks. Please close attention driving and walking in or near the construction zones. There will be heavy construction traffic, especially during paving operations, along with the school traffic during that time. Please make sure kids are aware of the heavy traffic as well.

We have opened Whitney Street from 3rd to 4th Streets. Thank you to the businesses impacted by that closure for your patience and we hope traffic into your properties was improved as a result of the work.

Thank you to everyone else for your cooperation along the rest of the project so far. We know that it is inconvenient to have roads closed but the final product will more than make up for a few weeks of detours.

Things are very busy on Whitney Street today. We have the sewer main up to 6th Street installed and we’re hooking up sewer services between Hwy 9 (4th Street) and 6th Street. After all of the services are connected we will abandon the old sewer main by filling it with flowable fill concrete.

We will fix a couple of water leaks along that stretch while the paving is removed then it will be paved up to 6th Street.

Steve Harris Construction is paving Whitney Street between 3rd Street and the highway this morning. There will be some intersection work, driveways, and sidewalks to pour along that stretch then about a week for the concrete to cure before we can open it to traffic.

As always, please take extra care driving in construction zones. During times when paving is happening we can have up to 30 people working in this 3 block area. There is also a significant amount of heavy truck traffic from our crews.

We have made good progress on our project in Pender and we have gotten to the intersection of 6th and Whitney Streets ahead of schedule. We are going to adjust our plan a little to allow for work to continue and still provide access for Pender Public Schools for the remainder of the school year.

We will be working in the intersection of 6th and Whitney Streets early next week. This will disrupt traffic flow going east on Whitney in front of the school for a couple of days. Traffic will still be able to drive on Whitney and all parking along Whitney other than a few of the farthest east spots will still be available for parking. There will be no traffic through the intersection of 6th and Whitney for at least two days, so all traffic will need to either turn around or exit through the parking lots in the middle of the block.

Once our work in the intersection is done we will open the intersection to traffic going north down 6th Street. We will continue our work south down 6th Street. 6th Street between Maple and Whitney Streets will be closed for the remainder of the school year. Maple Street will continue to be open for access to the school. Improvements were made in that intersection when we replaced Maple Street 6 years ago. We will leapfrog that intersection and continue our work going south down 6th Street for about 250 feet.

Things will be congested along this stretch, especially for local traffic. Thank you for your patience as we tackle this phase of the project.

The last day of school is May 19th. After that we will close Whitney between 6th and Norris Streets and continue west. By the time school starts back up in August there will be new streets on three sides of the school and the fourth side was paved recently. This is a great improvement to our community!

Rain can cause delays in our line of work. It can also cause damages if we don’t prepare for it. But the one time we don't mind seeing a little rain is after seeding completed portions of our projects. Autumn Custom Seeding was hard at work early this week seeding completed portions of our Pender Collection System project and the project we completed late last year at Meadowbrook Mobile Home Park near Fremont.

Our project in Pender called for hydroseeding. This is a method where the seed, fertilizer, and mulch are mixed and blown onto the surface of the prepared seedbed. The mulch is made of wood and recycled paper products like newspapers and cardboard. It helps hold moisture, shade the seed, and prevent erosion of the soil in normal rains. The mulch is applied with a green color that disappears once it gets wet. This isn’t just for appearance; it helps us know if the seed was watered adequately or not.

The project at Meadowbrook called for traditional seeding with mulch. The seed is drilled just below the surface and fertilizer and mulch are applied. The mulch is a native grass straw applied with a blower and knifed in with a straight blade disc to hold it in place.

Both methods are effective ways to re-establish grass in the areas we have disturbed.

Since we build underground utilities the goal for most of our projects is to put the area back so nobody can tell we were there. It’s nice to work on projects where we can actually improve the neighborhood's appearance as well as improving their infrastructure. Both of these projects are doing that. So we will take this rain, but hopefully it’s dry on Monday and we can start moving again.

Pender is officially a one stoplight town again. We have completed our work in the Hwy 9 Right-of-Way and traffic is back to two lanes. Our team did a great job and it went as well as could be expected. A big thanks to Steve Harris Construction for getting in right behind us and getting it paved back before the weekend. They used a special mix of concrete that cures faster than normal allowing us to open the road within three days of paving it.

We currently have one crew laying sewer main down Whitney while the other is hooking up sewer services on both sides of the highway. Once the services are all hooked up we will abandon the old main by filling it with flowable fill concrete. At that point all of the underground construction east of Hwy 9 is complete and the street will be poured.

We’re making good progress. We appreciate everyone’s patience as we move west down Whitney Street.

When you drive by our jobsite at Whitney St and Hwy 9 in Pender you might only see 3 or 4 people running around or looking in a hole. What you don’t see is what is happening below ground. From above the intersection looks like an ant hill with people working on both sides of the highway and both above and below ground level.

In this video our crew is installing the sewer pipe into the steel casing that we have bored under the lane of traffic. If you look closely you can see the excavator pushing the PVC pipe into another pipe on the other side of the road. While the equipment we use is large and very powerful, we do use it for some very intricate work like this also. Pushing too far or too hard could break a piece of pipe or worse, injure someone. There are spotters in each excavation and another up top on the other side of the highway to guide the excavator operator.

Things have gone well so far and we hope to have both lanes opened up sometime next week. Until then please use caution when driving through our work zone and use alternate routes whenever possible. We appreciate everyone’s patience as we wrap up our work in this intersection.

03/20/2026

We are off to a good start on our sewer collection system project on Whitney St in Pender. We are currently coming up on Hwy 9 (4th St) and will be crossing that street next week. Because of the location of the existing sewer main and the manhole needed to connect to that main, we do have to dig up the west side of that intersection. Rather than designating a detour, the Nebraska Department of Transportation is requiring that we leave one lane of traffic through the highway during construction. This will require a significant amount of traffic control and will cause some disruption to traffic flow while we are working in that area.

We will leave the northbound lane (east side) of the highway open. We will bore and jack a steel casing under this lane to avoid digging it up. There will be a temporary stoplight set up both north and south of the work zone. Traffic from both directions will alternate through that lane timed by the stoplight.

Access to local businesses will be affected during this time. Z Mart will still have access from Hwy 9 but no access from Whitney St. Positive Vibes will not have access from Whitney St but a temporary driveway will be installed to bring in traffic off of Hwy 9. Traffic leaving Positive Vibes can exit north through the alley to McCabe St. Please continue to patronize these businesses during construction. That’ll be a good chance for you to check on our progress!

The closure of one lane of traffic will cause minor traffic delays. There will also be an increase in construction traffic in this area as well. Please take extra care driving in this area and take alternate routes if you can. Although there is no formal detour for this work, any village streets can be used by non-commercial vehicles to avoid the area. We will get through this area as quickly as possible but it will likely be 1-2 weeks before the highway is fully opened to traffic again.

We are happy to welcome Jake Bruns back to Penro Construction full-time. Jake worked at Penro three different times between high school and college summers and breaks. He fit in great with our crews and was very well liked. Our employees were happy to hear that he was coming back.

Jake said he wanted to come back because he loved it here. There is no greater compliment for an employer than to have a former employee tell you they want to come back.

Utility construction isn’t for everyone, but it can make a great career for people that enjoy working outdoors, don’t mind getting dirty, and have pride in building the infrastructure that keeps our communities thriving. Jake gets it.

Work for our Pender Collection System Improvements project will be resuming on Whitney Street this week. We will start at the intersection of 3rd and Whitney and move west.

More details on traffic control for the crossing of Hwy 9 (4th Street) will be given later this week. Please watch our Facebook account as well as the Village of Pender Board's account for details.

Our schedule should allow us to be to the intersection of 6th and Whitney by the time school is out for the summer and our work should not interfere with traffic on the streets directly adjacent to the school during the school year. While we will be working on Whitney between 3rd and 6th during the spring semester of school, there will be several alternate routes to ensure that traffic to the school is uninterrupted. There will be no established detour for Whitney Street.

To people who live along the construction route, you can call our office at any time with questions. Our crew will contact you prior to removals to coordinate trash pickup and mailbox access. If you have private utilities or underground sprinklers in the right-of-way please locate them and mark all sprinkler heads.

The portion of this project from now until school resumes in the fall will be the most disruptive to local traffic for the project. But as we say, the more that you are inconvenienced by construction the more you will benefit once it’s done. We should have new streets around the school by the time school resumes (Maple Street was paved in 2021 and the other streets will be paved within this project).

We appreciate everyone’s patience as we get back to work. As always, please obey all traffic signs and barricades and slow down in work zones.
