What it means if a technician tells you a capacitor is bad/weak.

When an HVAC technician says a dual capacitor is bad/weak, they mean that one or both sections of the capacitor are no longer providing their rated capacitance value and are outside the acceptable tolerance range.
A dual capacitor has two capacitors in one can:
HERM side → starts and runs the compressor.
FAN side → starts and runs the condenser fan motor.
C → common terminal shared by both.
For example, a capacitor may be rated:
45/5 µF ±6%
Compressor side: 45 µF
Fan side: 5 µF
If a technician measures:
Compressor side = 39.8 µF
Fan side = 4.9 µF
The compressor section is below the allowable range and would be considered weak or failed, even if the system is still running.
Symptoms of a weak capacitor can include:
Higher compressor amperage.
Hard starting or delayed starts.
Lights dimming during startup.
Intermittent tripping of breakers or overloads.
Reduced efficiency.
Shortened compressor or fan motor life.
Outdoor fan not starting without a push (if the fan section is bad/weak).
