HOW DID THE SEPTEMBER 3 STORM COMPARE WITH STRUCTURAL DESIGN WIND SPEEDS?

A 46-mph wind gust was measured at Pittsburgh International Airport. Farther east, near Greensburg, Adamsburg, and Jeannette, a National Weather Service warning identified a radar-indicated maximum gust of approximately 80 mph. That higher figure was an estimate associated with the storm—not a measured surface gust at a weather station.

For context, residential construction in much of Western Pennsylvania has historically used:

• 90-mph basic wind speed under earlier IRC editions
• 115-mph ultimate design wind speed under more recent editions

These values are not directly comparable without considering the code basis. For design purposes, the modern 115-mph ultimate wind speed is approximately equivalent to the earlier 90-mph allowable-stress criterion. The difference largely reflects a change in engineering calculation format—not a sudden 25-mph increase in expected wind resistance.

Pennsylvania’s Uniform Construction Code took effect in 2004. Homes built before then were subject to the codes, ordinances, construction practices, and enforcement within their individual municipalities, if applicable.

A building designed for the applicable code wind speed is not guaranteed to remain completely undamaged during a lower reported gust. Wind pressures also depend on exposure, building height, roof geometry, topography, openings, and localized thunderstorm effects. Deterioration, missing connections, improper alterations, and falling trees may cause damage at substantially lower speeds.

The better question is not simply:

“Was the wind below the code design speed?”

It is:

“Does the structure have a complete and properly maintained load path capable of transferring wind forces from the roof and walls into the foundation?”

Facts, not fear.

A New Board Does Not Automatically Create Proper Support

The homeowner reported that this deck modification was installed by a builder. As shown, the added wood member appears to terminate at the brick masonry with only a small metal angle beneath its end.

Deck loads require a complete, properly designed load path to adequate structural framing, posts, and foundations. Brick veneer and light-duty hardware should not be assumed capable of supporting concentrated deck loads.

Repairs should address how the load is transferred—not simply add more lumber. When the support condition is uncertain, have it evaluated by a qualified structural engineer before relying on it.

Before installing a French drain, understand where the water is coming from—and what it may be doing along the way.

A French drain can help manage water inside the basement, but it may not address exterior drainage, hydrostatic pressure, soil erosion, or conditions affecting the foundation.

Navigating Design Modifications When the Original Engineer Is Unavailable

I recently received an inquiry asking whether I could review, modify, sign, and seal a design prepared by another licensed engineer who had reportedly become unresponsive.

Although project delays can be frustrating, an engineer’s lack of response does not transfer professional responsibility for that engineer’s work to another Professional Engineer.

Under Pennsylvania law, an engineer may not seal work over which they were not in responsible charge. Pennsylvania regulations further permit an engineer to sign and seal work only when it was prepared by that engineer or under their complete direction and control.

A successor engineer may be able to assist, but this generally requires:

• Confirmation that the original engineer knows of the review or that the original engineer’s connection with the project has been terminated
• A clearly defined scope of responsibility
• Sufficient information to independently evaluate the existing conditions and design assumptions
• Independent preparation of the necessary analysis, calculations, details, and revised documents
• Clear identification of the work being accepted and sealed by the successor engineer

The successor engineer may seal a new modification genuinely prepared under their complete direction and control—but cannot simply adopt or reseal another engineer’s work after a limited review.

If the necessary information cannot be obtained or the engineering conclusions cannot be independently supported, the proper response may be to decline the assignment.

Schedule pressures, permitting delays, and an unresponsive design professional do not reduce the responsibilities attached to a Professional Engineer’s seal.

A seal is not an administrative formality. It represents professional responsibility.

Are you seeing an increased amount of water flowing across your property or near your home or other structures?

Changes in drainage patterns should not be ignored. Stormwater must be properly collected and directed away from foundations, retaining walls, slopes, driveways, and other improvements. Concentrated runoff can erode supporting soil, create voids, destabilize slopes, and eventually contribute to significant structural damage.

This recent bridge collapse in Carmel, just north of Indianapolis, is a powerful example. Severe flooding reportedly washed away soil and pavement surrounding the bridge, resulting in a partial collapse.

After heavy rainfall, inspect your property for newly concentrated water flow, soil loss, exposed foundations, settlement, voids, or movement of retaining walls. Early evaluation and drainage correction can help prevent a manageable condition from becoming a costly structural problem.

A P.E. SEAL IS NOT AN APPROVAL STAMP

A Professional Engineer’s seal cannot properly be added to drawings simply because a permit office requires signed and sealed plans.

Under Pennsylvania regulations, an engineer may sign and seal work only when it was:

• Prepared personally by the engineer; or
• Prepared under the engineer’s complete direction and control.

An important distinction: the drawings do not necessarily have to be physically produced inside the engineer’s office. The controlling issue is whether the engineer exercised complete direction and control over their preparation and remained in responsible charge of the engineering work.

Drawings independently developed by a contractor, designer, or other third party cannot properly be signed and sealed based solely on a limited, after-the-fact review when the engineer did not prepare—or exercise complete direction and control over the preparation of—the engineering work.

Pennsylvania’s statutory Code of Ethics identifies the use—or permitted use—of a professional seal on work over which the engineer was not in responsible charge as unprofessional conduct and may expose the licensee to disciplinary action.

A P.E. seal represents professional responsibility, accountability, and a commitment to protecting the public’s health, safety, and welfare. Responsible engineering begins long before the seal is applied.

Engineering Marvel in the Swiss Alps

Standing beneath this massive lift station in Wengen, Switzerland, it’s impossible not to appreciate the incredible structural engineering that makes mountain transportation possible.

From below, you can see the combination of heavy galvanized steel framing, engineered timber roof trusses, and the lift’s mechanical support system working together to safely carry thousands of passengers up the mountain each day. Every beam, brace, connection, and foundation has a purpose—resisting gravity, wind, snow loads, vibration, and the continuous dynamic forces generated by the lift system.

What many visitors see as simply a way to reach breathtaking alpine views is, in reality, a remarkable example of engineering, architecture, and construction working in harmony with one of the world’s most challenging environments.

As a structural engineer, I enjoy looking beyond the scenery to appreciate the design, craftsmanship, and careful planning that make structures like this both safe and reliable.
