2025 Maine Scallop License Lottery Winners Announced
October 27, 2025

Augusta – The Maine Department of Marine Resources (DMR) has announced the latest winners of the state’s scallop license lotteries. The winners include the following:

Phillip Spearing, Owls Head
Tyler Sukeforth, South Thomaston
Geoffrey Barrett, North Haven
Travis Atwood, Orland
Joseph Locurto, Steuben
Christopher Mcintire, Orrs Island
Timothy Morgan, Pembroke
Justin Wright, Machiaspoprt
Jeffrey Conant, Harpswell
Dive Licenses
Matthew Garvey, Surry
Joseph Baranello, Seal Cove
Chris Burke, Ellsworth
Nathan Matthews, Trescott
Thoren Peters, Roque Bluffs
Each winner is responsible for applying for a license within 30 days of notification.

The new licenses are the result of a limited entry system established by the legislature and implemented through regulation in June 2018 that allows someone who did not hold a scallop license in the previous year to be eligible for one.

Under the regulation, each year two individuals will be awarded eligibility for a drag license through the lottery for every three individuals who did not renew their drag license in the previous calendar year. One person will also be awarded license eligibility for every person who held a commercial dive license but did not renew their license in the previous calendar year.

This year there were 79 entries for dive licenses and 1,024 entries for drag licenses. With $35 of each lottery entry fee deposited into DMR’s Scallop Research Fund, a total of $35,840 was raised to support scallop research and management.

Lottery winners were chosen at random by InforME, an enterprise created in 1997 by state law to ensure access to public information through technological solutions.

The Department of Marine Resources is announcing the annual lotteries for scallop drag and scallop dive licenses. Based on licenses retired in 2024, the Department is making available 14 drag licenses (7 drag licenses will be awarded to individuals between the age of 18-30 and 7 drag licenses will be awarded to individuals 31 years of age or older) and 5 dive licenses. LOTTERY TO ALLOW SIXTEEN NEW ENTRANTS INTO MAINE’S LUCRATIVE ELVER FISHERY

Sixteen Maine residents will soon have a chance to join the state’s lucrative elver fishery.
The Department of Marine Resources will hold a lottery, starting at 10 a.m. today, February 8, 2024, for the right to apply for an elver license. The lottery will be available through 4:30 p.m. March 4, 2024, providing lottery winners the chance to apply for a license prior to the upcoming season, which starts at noon on March 22, 2024 and runs through noon on June 7, 2024.
