NOTICE ON FINANCIAL SECURITY REQUIREMENTS

Notice from the Louisiana Department of Energy and Natural Resources:

Effective May 2, 2025, the Office of Conservation will no longer recognize the Louisiana Oilfield Restoration Association (LORA) as a financial institution acceptable to provide financial instruments to meet the financial security requirements of LAC 43.XIX.104.

Effective immediately, all financial instruments previously issued by LORA will be administered by the Louisiana Natural Resources Trust Authority (NRTA). Until further notice, the Office of Conservation will continue to recognize these instruments as acceptable to meet the financial security obligations of LAC 43.XIX.104 under the terms previously agreed to in writing by LORA and the well operator. However, renewal payments must be remitted directly to the NRTA. Current participants will be contacted with payment instructions and further details about the changes in their program policies.

At this time, the Office of Conservation will not authorize or accept any new instruments or expansion of current financial security instruments previously issued by LORA. This position will be re-evaluated in 6 months.

If Operators choose not to renew with the NRTA their financial security instrument previously issued by LORA, then they will need to secure appropriate financial security from an acceptable financial institution to meet the requirements of LAC 43:XIX.104.

The mission of the Department of Energy and Natural Resources is to ensure and promote sustainable and responsible use of the natural resources of our state so that they are available for the enjoyment and benefit of our citizens now and in the future.

Message from Keith Evans

Blessed & Grateful

Dear Friends:

On June 1st, David Hankins took the reins from me as the new President of Brammer Engineering. David is well qualified and equipped for the position and I know he will do a magnificent job leading the company into its 57th year and beyond.

David is a talented engineer and a man of tremendous character and integrity. He is also an extremely hard worker who puts others before himself. He is a servant leader who will serve our employees and clients well. I have no doubt that David will lead the company to great things in the future.

As for myself, I will retire on June 16th. Forty-five years ago, I began my career when I walked into Shell Oil Company’s offices in downtown Houston on June 16, 1980. Two years later I accepted an offer from Bob Brammer and joined Brammer Engineering. Two great experiences and 45 wonderful years.

I will stay engaged with the company on a regular basis for the remainder of 2025. My principal responsibility will be to support David and work at his direction in whatever manner he needs assistance. My contact info will stay the same and although I’ll be working a three-day work week (Tuesday through Thursday), I’ll be available anytime when and if needed.

I have been blessed to work for two great organizations and with many fantastic people. I would like to thank the countless folks who helped and supported me throughout my time in the patch. Whatever success I have had is attributable in great measure to the many fantastic teammates and wonderful people I have worked with.

Please stay in touch and thank all of you for your friendship through the years. My life is full because so many of you have added value to it.

God Bless you all.

Keith

🎉Brammer Announces David Hankins as New President 🎉

Friends,

I am honored to have the opportunity to serve as the President of Brammer Engineering. After interning at Brammer when I was in graduate school during the summer of 2013, my dream was to get back to my hometown of Shreveport to work in the oil and gas industry. After spending several years working as a Drilling Engineer in South Louisiana, that dream became a reality when Keith offered me the opportunity to return home for good and embark on my career at Brammer in 2016. I appreciate Keith’s mentorship and continued support; without him, I would not be where I am today.

I have worked at Brammer as an Intern, Contract Engineer, Production & Completion Engineer, Production Manager, and as the Vice President of Operations. Through the years, I have been blessed to work alongside some of the finest people in the industry, from West Texas to Alabama and everywhere in between.

Although I never had the privilege to meet Bob Brammer, the stories I have heard from Keith, his former colleagues, and former clients speak to what a remarkable man he was in the oil and gas community. Keith took that foundation and built Brammer into what it is today. The fact that Brammer has been in this business for almost 57 years says a lot about both Bob and Keith. I obviously have very big footsteps to follow, and this role is not something I will take lightly.

I Iook forward to this opportunity and continuing the legacy of Brammer Engineering. We would not be where we are today without my incredible colleagues and our clients we are able to serve. I promise Keith, my peers, our partners, and our clients my absolute best every single day. Again, thank you for the opportunity, and I look forward to the years ahead of us!

Sincerely,

David G. Hankins, P.E.

Can we help you manage your leak detection needs?

In 2024 Brammer conducted OOOOa/b OGI LDAR Surveys at approximately 600 Facilities. With OOOOa surveys being required twice a year and OOOOb surveys being required 4 times a year the number of facilities does not directly reflect the number of surveys we conducted over 2,000 in 2024). Brammer was able to conduct these surveys in a safe, economically friendly, and timely manner. Brammer would welcome any new clients that might need this SERVICE. For more information please reach out to Matt Henry at [email protected] or 318-429-2265.
