Or
Is this a SWPPP issue?
Even though the contractor seeded, fertilized, & applied stone, the ineffectiveness of these efforts are clearly reflected in lack of protection results and are potentially an enforceable violation of the EPA CLEAN WATER ACT. Soils have left the construction site and going into the drain.
So, to answer the questions....yes, to both.
Good news.....There’s an answer to help prevent or at least control the problem. At the onset of slope completion, install appropriate devices on the slopes and pin in place. This action provides steps toward protecting slopes from loss of soils. Over the course of the project make the deliberate effort to Observe and replace matting if elements cause deterioration and soils again begin to filter toward the drains. Appropriate erosion matting is necessary and should be recommended by a qualified erosion control advisor.
