On March 20, 2024, Kelvin Allen Robbins, 54 years of age, was arrested for Stalking, following an investigation conducted pursuant to the Sustained Solutions (S2) Program.
In January 2024, the S2 Program was initiated by the Wakulla County Sheriff’s Office to address continuous complaints and/or protracted situations, such as on-going disagreements and nuisances, typified by repeated calls to the agency. The goal of S2 is to bring about finality to these on-going situations, and/or to facilitate the mitigation of contributory underlying issues.
During the four-year period between 12/27/2019, and 01/16/2024, Deputy Sheriffs of the Patrol Division were dispatched on over 30 occasions to Mr. Robbins’ residence. Typically, the complaints would be about Mr. Robbins purposely playing his music loudly at night to annoy his neighbor or purposely taunting his neighbor by cursing her or “shooting her birds.” The neighbor once photographed Mr. Robbins with a gun in his hand while fussing at her and she was scared. The neighbor reported Mr. Robbins stole a PVC pipe she used to mark the property line, dumped miscellaneous trash on the property line they share, and his dogs repeatedly came onto her property. The neighbor is afraid of the Mr. Robbins’ dogs and she stated the dogs often wandered into her yard and have chased her onto her porch. According to the neighbor, Wakulla County Animal Control Officers gave Mr. Robbins fencing material to prevent the dogs from wandering onto her property, and at an injunction hearing on 10/13/2020, Mr. Robbins was instructed to put the fence up, but he has never complied. Resultingly, the neighbor was afraid to go outside and perform tasks such as getting her mail, bringing her trash can back from road, working in her yard or taking her grandchild outside to play. She was constantly on guard due to this continuous harassing activity.
Mr. Robbins’ neighbor is in her mid-sixties, and lives alone where she has lived for over 40 years. The neighbor has been disabled since the age of 13, was paralyzed on her right side, but after physical therapy regained the ability to walk with a limp. The neighbor suffers from grand mal seizures, which are triggered by emotional stress.
Each of the over 30 calls to law enforcement were previously investigated as isolated incidents. Pursuant to the S2 Program, it was determined that Mr. Robbins has engaged in a course of conduct directed at his neighbor which has caused substantial emotional distress to her and serves no legitimate purpose.
On 03/20/2024, Detectives of the Criminal Investigations Division at the Wakulla County Sheriff’s office obtained an arrest warrant charging Mr. Robbins with the stalking of his neighbor. On 03/20/2024, Deputy Sheriffs of the Patrol Division arrested Mr. Robbins by authority of the arrest warrant and booked him into the Wakulla County Jail.
