As temperatures drop heading into fall and winter, the risk compounds — water condensation in tanks increases, microbial growth that accelerated in summer heat doesn't simply disappear, and fuel that's been sitting since spring may not perform under the sustained generator load of a winter outage.

With diesel inventories at their lowest level since 1996 and a shortage expected through winter, replacing degraded stored fuel is harder and more expensive than it was three months ago.
