We're excited to welcome Phil Reimer to the Alta Environmental & Infrastructure team!
With more than 40 years of experience in land surveying, Phil brings an incredible depth of technical expertise, leadership, and industry knowledge. As a Professional Land Surveyor licensed in Arizona, Nevada, and California, and a Certified Federal Surveyor, he has led teams of up to 20 survey crews while delivering everything from boundary and ALTA surveys to construction, topographic, bathymetric, and FEMA flood surveys.
But what we appreciate most about Phil isn't just his impressive resume—it's his passion for mentoring others.
What started as an unexpected career path has become a lifelong calling centered on building relationships, embracing new technology, and helping the next generation of survey professionals succeed. In addition to his work in the field, Phil serves as an Adjunct Professor at Great Basin College, has lectured at Northern Arizona University, and continues to teach and mentor future land surveyors across the Southwest.
Outside of work, you'll find him on two wheels as an avid cyclist and USA Cycling Olympic-level coach, where he's helped collegiate teams achieve regional championships and national success.
Phil's experience, leadership, and commitment to excellence make him an outstanding addition to our growing Survey team, and we're thrilled to have him on board.

We're Growing Our Land & Right-of-Way Team!
As activity across the energy, utility, and infrastructure sectors continues to expand, Alta is actively building our network of experienced land professionals to support current and upcoming projects throughout the Southwest and beyond.

Arizona | Colorado | New Mexico | Texas | Wyoming | Minnesota | Wisconsin

We're currently interested in connecting with experienced:
- Right-of-Way / Acquisition Agents
- Title Agents and Title Analysts
- Document Specialists
- Project Managers and Lead Agents
- Land Administration Professionals

Preferred Qualifications:
• Utility, electric transmission, renewable energy, pipeline, or infrastructure project experience
• Strong background in title research, landowner engagement, negotiations, and acquisition services
• Ability to support fast-paced projects and changing client needs
• Excellent communication and stakeholder relationship skills
• Working knowledge of real estate, easement acquisition, and regulatory requirements
• Active Real Estate License, IRWA credentials, or AAPL certification are a plus
• Agents with 3 years of URA relocation experience and completion of formal URA training; IRWA Relocation Assistance Certification (R/W-RAC) preferred.

We're proud to announce we have expanded! See condensed PR below:

Alta Environmental and Infrastructure (Alta EI) is expanding its infrastructure and energy services through the launch of a new Land and Right of Way Division, further strengthening the company’s ability to support complex projects from concept through construction and completion.
As part of the expansion, Alta EI is pleased to announce that Elizabeth (“Liz”) Babcock has joined the company as Vice President of Land and Right of Way.
Liz brings more than 40 years of leadership experience supporting complex infrastructure and energy projects nationwide. Her expertise spans land acquisition, right of way strategy, permitting, stakeholder engagement, survey coordination, construction support, safety, and project ex*****on.
The new division expands Alta EI’s capabilities in land strategy, easement acquisition, permitting coordination, stakeholder engagement, and corridor project support for utility, transmission, renewable energy, pipeline, and infrastructure clients nationwide.
“Large corridor projects cross more than land — they cross jurisdictions, ownership boundaries, regulatory requirements, and community relationships,” said Elizabeth (“Liz”) Babcock, Vice President of Land and Right of Way at Alta EI. “Successful right of way work requires a team that understands the legal and technical requirements while also knowing how to navigate conversations with landowners, agencies, project teams, and communities with clarity, respect, and trust.”
The launch of the division also reflects Alta EI’s continued growth within the energy and utility sectors, including transmission infrastructure, utility modernization, renewable energy development, and other corridor-based infrastructure projects.

Liz brings more than 40 years of leadership experience supporting complex energy and infrastructure projects nationwide, with expertise spanning land acquisition, permitting, stakeholder engagement, survey coordination, construction support, safety, and project ex*****on.

Her addition strengthens Alta’s ability to provide fully integrated project delivery solutions — aligning engineering, infrastructure, and land/right-of-way services to support clients from early project development through construction and completion.
