COE Industrial Technology and Education Center California MANUFACTURING and improvement of Higher Education development The COE CENTER is a bold, innovative new model for an entire community.

It is anchored by a lower division Community College Center and a Technical Institute designed to create jobs and leaders for the Manufacturing industry. The education center is immediately surrounded by a functioning industrial park comprised of successful manufacturing companies. The education and industrial tenants will be compelled to work together synergistically. A full array of expected housing, public services, recreational, and economic development opportunities, will be provided.

The most unique elements of Coe Center are depicted in the circular graph. A 725 acre piece of land contains all elements of an entire community. The project is anchored by 2 schools: a lower division Community College Center, and an upper division Technical Manufacturing Institute (see purple zone). Another primary component is an industrial/manufacturing park (light blue zone) comprised of productive businesses. The education and industrial components are charged to work together synergistically, each supporting the mission of the other. The (dark green) circle represents dormitories for students, and startup living facilities for worker’s employed in Coe Center technical manufacturing industries. The (light green) residential zone will contain a limited number of single family residences for those desiring larger living quarters. The entire layout provides a climate responding to CA’s need to reduce hours of commuting and fuel consumption, traffic congestion, stress levels, and reduced productivity. It substitutes in it’s place, a tranquil environment nestled in the Sierra foothills where residents learn, work, and recreate together without adverse effects of living in large urban environments. It will reduce dangers and security concerns typically found in aging and densely populated central city locations. The overall goal is to create a new and better community model designed to elevate personal happiness and achievement, economic development ,and success for CA and our nation, without the need to import “product(s)” from oversea locations.

AN EXEMPLARY FEATURE of the COE Center: Wood Reclamation Plant.

The COE Center will directly combine Industry with Education! Lumber of all dimensions, primarily of west coast origin, is reclaimed from demolition projects. Material is thoughtfully re-manufactured into various new sizes and styles with the goal of superior quality materials offered to designers, architects, builders, and do it yourselfers. “The tree is one of natures greatest gifts to mankind. Properly managed and wisely re-used, one tree’s goodness can serve many generations in several forms.” (D. Silva) This plant is the Coe Center’s stepping stone to exploration of “green” and sustainable manufacturing techniques. It represents one facet of waste stream redirection. In so doing, this urban forestry practice relieves some of the ever mounting landfill volume while offering true quality products. This allows today’s trees another day to grow, resulting in true sustainable practice as a goal and model.

COE CENTER LOCATION:

approximately 37 miles east of Stockton CA. The site is halfway between the Canadian and Mexican borders. Stockton is a viable seaport, and distribution center for the Pacific Rim. Valley Springs is also part of the San Joaquin Valley which has been researched to be an area that desperately needs industry and manufacturing as a key to economic development and the creation of jobs.

THE COE CENTER TEAM:

Mr. Coe is owner and CEO of the Coe Center. He is a self made multi millionaire who has been extraordinarily successful in developing manufacturing for the San Joaquin Valley. He developed industrial innovations that have allowed him to receive 27 different patents and trademarks from the U.S. government. He joined the IBM Co. as a Senior Tool and Model maker and worked through increasingly responsible positions. He supervised more than 120 persons before he left IBM to form his first company (Low Tech Automation) in 1988. He specialized in acquiring businesses that were competitive in the global marketplace. A further venture involved acquiring the Pneucon Co. which manufactures air driven (pneumatic) valves which have been sold around the world for use in such applications as: oil refineries, wineries, maritime and luxury cruise ships. In 1993 he founded the Netcon Co. which provides customers with networking computer solutions, and implementation in the San Jose area. He designed a fully automated manufacturing facility for the Lanx Corporation also located in San Jose, CA.

Mr. Coe has continuously been a advocate for apprenticeship and hands on vocational education.

Developing a new model for CA Higher Education is the anchor project of the COE Center. Dr. F. William Troost-serves as Vice Chancellor of Education. He spent 32 years as an administrator and professor at Los Angeles Trade Technical College and was heavily involved in the development of educational/instructional technology throughout CA. He was a special advisor to the CA State Chancellors Office for 8 years where he assisted in developing the CA Community College Satellite Television and Distance Learning capabilities and Learning Resource Centers. He received the prestigious statewide “Technology Focus” Award presented jointly from the State Chancellor and the Foundation for CA Community Colleges in 2004. He is a published author, successful grant writer, and served as director of the LATTC Writing Center. He became a champion supporter for vocational and technical education while serving 2 ½ terms as President of the Academic Senate (faculty president). He currently serves as ambassador to Pres. Max Nikias at the University of Southern California.

Connecting industry to education is a PRIMARY GOAL. Mr. David Silva-serves as Property Manager for the COE Center. He was the owner/founder of Calaveritas Redwood Co. and is regarded as a successful forest products specialist. He currently owns Hallmark Specialties Co. (already located at Coe Center) which remanufactures a large variety of wood products (please see picture attached). His companies are devoted to proper usage of forest fiber, with the realization of the superior quality material native to earlier timber harvests. A dynamic Shooting Center that engages in research and education, and training of sportsmen, connects Coe Center to the community and is appropriate to the Sierra foothills. Mr. Dave Tanner is an Engineer and Facilities Design Specialist. He is an expert trap shooting coach. He serves as master planner and director for the Coe Center. Mr. Tanner is the designer of a shooting center for the U.S. Olympic team and for international competitions. He understands the value of competition in the struggle for success. He enjoys his reputation as a distinguished designer of golf courses throughout the nation and CA. He is also a designer of safety screens for a variety of recreational facilities and baseball fields. Mrs. Tanner has a long history and is a highly successful counselor for high school students in the County of Calaveras

It was derived by studying the Oakhurst community college center which is a satellite campus in the State Center Community College District. The town of Oakhurst has demographics very similar to Valley Springs. Both towns are located in the Sierra foothills region. The income projections were obtained from data provided by the auditors office in Calaveras County. Other projections are based on data and formulas associated with the Office of the State Chancellor, CA Community Colleges.
