He has performed analyses such as energy audits, development of commissioning plans, measurement and verification, and inspections for customers under incentive programs. He has performed quality assurance activities for programs and has conducted impact evaluations of programs. He has also conducted energy engineering analyses completely independent of public goods funded programs for energy services companies (ESCOs) and for end-users. Warren has a Bachelor of Science degree in Mechanical Engineering from the University of Delaware and an M.S. in Mechanical Engineering from the University of Wisconsin – Madison Solar Energy Laboratory. in 6 states, Certified Energy Manager (CEM), and LEED Accredited Professional. He is a member of the Efficiency Valuation Organization's (EVO) International Performance Measurement and Verification Protocol (IPMVP) Committee, and is active in regulatory affairs related to energy efficiency in Pennsylvania through his active membership in the Keystone Energy Efficiency Alliance (KEEA).
