OPEN LETTER TO THE INDIANA DELEGATION-
RE: The Critical Role of the Solar Investment Tax Credit in Indiana’s Economic Future
Dear Members of the Indiana Congressional Delegation,
As a lifelong Hoosier and the Managing Partner of Emergent Solar Energy, headquartered in the Purdue Research Park, I am writing today on behalf of the manufacturers, farmers, rural communities, and energy workers who are directly impacted by the pending threat to the Solar Investment Tax Credit (ITC).
The ITC is not a subsidy for ideology it is a strategic lever that powers Indiana’s manufacturing competitiveness, energy stability, and agricultural productivity.
Indiana’s Solar Economy Is Working-
Across Indiana, our company is designing and building solar energy systems for world-class Tier-1 manufacturers and some of the state’s most progressive agricultural operations. These businesses are choosing solar not because it’s fashionable, but because it helps them stay competitive by:
-Reduce operational costs
-Strengthen their energy independence
-Expand production sustainably
-Remain competitive against foreign rivals
The Solar ITC enables these projects to happen. Without it, the economics become infeasible for many businesses, and the ripple effects extend far beyond missed savings.
What’s at Stake-
Recent federal proposals would accelerate the phase-out of the ITC, reduce or eliminate credit transferability, and limit access for key industrial projects. If enacted, these changes would:
-Freeze or cancel hundreds of active solar projects in Indiana
-Weaken our rural energy infrastructure
-Erode local tax bases and job growth
-Punish businesses who are trying to invest in modern, resilient operations
This is not theory, it is happening right now. Clients are calling, timelines are shifting, and investment decisions are being delayed.
A Call for Indiana’s Leadership-
Indiana is not California or the East Coast. We are not asking for special treatment. We are asking for predictability, fairness, and economic tools that work for working businesses.
We respectfully urge you to:
Reject efforts to repeal or roll back the commercial and agricultural solar ITC
Protect credit transferability mechanisms that allow small and medium-sized firms to finance projects
Support policies that give Indiana manufacturers and farmers a level playing field in the 21st century energy economy
We believe in personal responsibility and private-sector leadership. That’s why Indiana’s clean energy growth has been led by businesses, not mandates. Don’t let Washington pull the rug out from under the businesses that are stepping up and building the future.
Thank you for your service, and for defending Indiana’s economic future.
Sincerely,
Jeremy Lipinski
