The rules need to change. If our elected officials cannot come to an agreement and cause a shutdown of our government the public service personnel should not suffer by not getting paid while the Congress and Senate continue to get paid and have all their other benefits. They should have all pay and benefits frozen immediately upon their failure and the public service sector should continue to get paid.
