Today, we eliminated another important project-development risk.

EVelution Energy has announced another significant project milestone by confirming substantial groundwater resources sufficient to support its planned solar-powered cobalt processing facility in Yuma County, Arizona, including potential future expansion.

That matters because confirming substantial groundwater resources removes one of the principal technical and infrastructure risks facing large industrial projects in the American Southwest.

Just as importantly, the facility has been engineered to use those groundwater resources very efficiently. Through its closed-loop water management system, the facility is expected to recycle approximately 70% of its process water, eliminate on-site process-water discharge and operate without on-site tailings storage.

Based on these design characteristics, EVelution Energy believes the facility will rank among the most water-efficient critical minerals processing facilities in North America.

This achievement reduces another key project-development risk and further advances development of our approximately US$450 million project, which is expected to strengthen domestic supply chains for aerospace, defense, semiconductors, EV batteries and advanced manufacturing, support more than 6,200 jobs and generate approximately US$1.2 billion in annual economic activity.

Another major piece has just fallen into place. Arizona has just made one of America’s more advanced critical minerals processing projects even more attractive to long-term investors.

Arizona Governor Katie Hobbs has nominated the Yuma County census tract containing EVelution Energy’s planned $450 million cobalt processing facility for Rural Opportunity Zone 2.0 designation.

If certified by the U.S. Department of the Treasury, qualifying investments beginning January 1, 2027 may be eligible for enhanced federal tax incentives, including:

• Rolling five-year capital gains deferral
• Potential permanent exclusion of appreciation
• 30% increase in tax basis
• Accelerated depreciation deductions
• Potential elimination of depreciation recapture

More importantly, this nomination represents another significant milestone in systematically de-risking one of the more advanced domestic critical minerals processing projects currently under development in the United States—further strengthening the long-term investment framework supporting America’s first commercial-scale, solar-powered cobalt processing facility.

We are grateful to Governor Katie Hobbs, the Arizona Commerce Authority, the Yuma County Economic Development Corporation, and Yuma County’s elected leadership for their continued support of this transformational project. Together, we are helping strengthen America’s critical minerals supply chains, advance domestic manufacturing, and create lasting economic opportunities in rural Arizona.

America wasn’t built by people who waited for someone else to solve the problem.

That hasn’t changed in 250 years.

As America celebrates its 250th anniversary, we’re proud to be helping build the next chapter of American industrial independence.

Construction has officially begun on what is expected to become America’s first commercial-scale solar-powered cobalt metal and cobalt sulfate processing facility in Yuma County, Arizona.

Four years ago, this project existed only as engineering drawings, a desert site and the belief that America should once again process its own cobalt. Many assumed that capability had been lost. We believed it was worth restoring.

Today, construction is underway on a US$450 million strategic industrial infrastructure project that will help restore a critical capability the United States lost decades ago.

When operations commence in 2029, the facility is expected to supply up to approximately 40% of projected U.S. cobalt demand while generating approximately US$1.2 billion in annual economic activity and supporting approximately 6,600 direct, indirect and induced jobs in Arizona.

Two hundred and fifty years after the Declaration of Independence, America continues to prove that its greatest competitive advantage is still its ability to innovate, build and lead. We are proud that EVelution Energy can contribute, in our own way, to that legacy.

Happy Independence Day from all of us at EVelution Energy.

Construction has officially begun! 100% American steel is now in the ground.

The first steel piles are now being installed for what is expected to become America’s first commercial-scale solar-powered cobalt metal and cobalt sulfate processing facility.

EVelution Energy has officially commenced construction of the 28 MW solar facility that will power our planned critical minerals processing operations in Yuma County, Arizona, designed to supply up to approximately 40% of projected U.S. cobalt demand starting in 2029.

From the beginning, our objective has been simple: build America’s first commercial-scale solar-powered cobalt processing facility using American engineering, American steel and American industrial capabilities wherever practical.

With construction now underway, EVelution Energy has moved beyond engineering studies, permitting, financing and planning into physical execution—another major milestone toward rebuilding America’s domestic critical minerals supply chain.

Another major step toward rebuilding America’s critical minerals supply chain.

Finnvera, the Export Credit Agency of Finland, has issued a non-binding Letter of Interest (LOI) for up to US$70 million of potential support for EVelution Energy’s Arizona cobalt processing facility.

The proposed support from Finnvera will facilitate the procurement of advanced Finnish hydrometallurgical processing equipment and technology from Metso, a global leader in sustainable mining and metal processing technologies.

Together with the Export-Import Bank of the United States (EXIM)’s $200 million financing LOI, this marks continued momentum toward establishing secure, resilient, non-FEOC critical minerals processing capacity in the United States.

At a time when the United States lacks commercial-scale domestic cobalt refining capacity, allied industrial cooperation is becoming increasingly strategic.

Why this matters:
• The U.S. remains heavily dependent on foreign refined cobalt supply chains.
• More than 75% of global refined cobalt processing is concentrated in China.
• Domestic refining is essential for aerospace, defense, EV batteries, and advanced manufacturing.
• Allied-nation industrial cooperation is becoming increasingly important to supply chain security.

A responsible cobalt supply chain from the DRC to the United States is no longer just a vision — it is becoming a reality. 🇺🇸⚡🇨🇩

Today in Madrid, at the Institute 2026 Annual Congress, , Enterprise Générale du Cobalt (EGC) and Trafigura signed a landmark MOU to establish a direct U.S.–DRC cobalt supply chain supporting domestic refining capacity in the United States.

This collaboration advances the shared vision under the U.S.-DRC Strategic Partnership Agreement: securing responsibly sourced Congolese critical minerals for the United States while supporting knowledge sharing, local value creation, and long-term development opportunities in the DRC.

A true win-win: greater critical minerals supply chain security for the United States, and increased value creation and technical capacity development for the DRC.

Many thanks to our partners at Trafigura, as well as Eric Kalala, General Director of ECG, Mr. Jean Paul Kasongo, Director General of Artisanal Mining at the Ministère des Mines - RDC, Gino Buhendwa Ntale, Chairman of the Board of EGC, and Professor Dr. Jean-Marie Kanda Ntumba Senior Adviser to the President of the DRC for their invaluable support.

Together, we are building a more transparent, resilient, and responsible critical minerals supply chain for mutual benefit of the Democratic Republic of Congo and the United States of America.

EVelution Energy has signed its first binding long-term offtake agreement — an approximately $850 million deal with Mitsui & Co., Ltd. & Co., a leading global trading and investment company.

Under this agreement, Mitsui will secure the majority of our planned cobalt metal production, underscoring strong demand from U.S. and allied partners for reliable, secure critical minerals supply chains.

This agreement supports the broader U.S.–Japan critical minerals supply chain initiative. It strengthens coordinated efforts to reduce dependence on non-allied sources.

This is a defining step forward for EVelution Energy:
✔️ Validates the commercial strength of our platform
✔️ Anchors long-term revenue with a world-class partner
✔️ Advances U.S. and allied critical minerals independence

Cobalt is a critical input not only in EV batteries, but also in jet engine superalloys, satellite systems, permanent magnets (including samarium cobalt (SmCo) magnets), high-performance microchips, and other advanced critical technologies.

This agreement further de-risks the development of our project—the first solar-powered, commercial-scale cobalt sulfate and cobalt metal processing facility in the United States. When operational in 2029, the facility is expected to produce up to 40% of estimated U.S. cobalt demand, substantially strengthening and domesticating America’s cobalt supply chain.

At a time when more than 75% of refined cobalt production is concentrated in China, partnerships like this are essential to building resilient, allied supply chains.

has officially commenced drilling exploratory water wells at our project site in Yuma County, Arizona—an important step in advancing the development of our planned cobalt processing facility.

As part of this program, we are drilling to depths of up to 1,500 feet to conduct detailed hydrogeological analysis and aquifer characterization. This work is designed to confirm that the underlying aquifer systems can sustainably support full-capacity operations, while also enhancing the broader understanding of local groundwater resources.

We are grateful to the Wellton-Mohawk Irrigation and Drainage District for offering to contribute to the cost of these water table and aquifer composition studies. This collaboration will not only support our project development but also improve knowledge of the aquifer and water resources available to the surrounding community.

Our facility is being developed as the first solar-powered, commercial-scale integrated cobalt sulfate and cobalt metal processing facility in the United States. Designed with best-in-class environmental performance, the project will be 100% solar-powered, will recycle more than 70% of its process water, operate with no on-site water discharge, and eliminate the need for tailings storage on the property.

Once operational, the facility is expected to supply up to 40% of estimated U.S. cobalt demand—significantly strengthening American critical minerals supply chains and reducing reliance on foreign refining, particularly from China, which currently accounts for more than 75% of global refined cobalt production.

The Company currently expects construction of the facility to commence in 2027, with commercial operations targeted for 2029.

This milestone reflects continued progress in de-risking and technically validating the project as we advance toward these key development phases.

We look forward to sharing further updates as this important work progresses.
