Off-site steel construction lets us build more resilient structures faster while protecting the islands and communities we all love.

By shifting most activity into a controlled facility, we cut construction waste, reduce truck trips, and lower carbon emissions. On the ground, that means shorter timelines, fewer workers needed on-site, smaller laydown areas, and far less noise and disruption for neighboring communities, all while delivering higher quality, hurricane‑ready steel structures for the Virgin Islands.

As Program Senior Cost Control Manager and Task Order Manager on Honolulu’s $2.1B rail transit program, Brian led cost control, risk management, and oversight of a $400M utility relocation contract.

He helped negotiate $364.2M in utility relocation task orders and secured $225M in savings from an originally estimated $1B scope, reducing risk exposure by over $20M while keeping the contract on budget.

Myths and Realities of Off-site Construction - Part 1

Myth: Off‑site construction means trailer homes and low quality.

Reality: Off‑site is a smarter way to build, not a type of cheap housing. Key parts of the structure are precision‑built in a controlled environment, then assembled on-site in the Virgin Islands to create strong steel homes that meet the same, or higher, standards as traditional construction.

This approach helps improve quality control, reduce waste, and keep timelines more predictable. These are big advantages when you’re building in remote island locations.

Episode 4 is a different kind of tour: this time we’re walking through a workforce housing unit, built in an off-site factory by DMDmodular.

In this short walkthrough, we look at how DMD Modular fits sleeping, living, storage, and a bathroom into a tight footprint, while still feeling functional and comfortable for day‑to‑day use. Building in the Virgin Islands is hard when every bag of cement and every stick of lumber has to cross an ocean first. That’s where offsite modular steel construction comes in.

Today we’re kicking off a short, 4 part video series inside one of our partner supplier DMDmodular’s units. In this first clip, we’re in the "boring but important" room: the place where all the model layouts live.

Brian walks us through how these modular units can be shipped either fully finished or unfinished shells, and how different layout options can be tailored to fit island sites and uses.
